Justice League of America

Tori Olafsdotter, a meteorologist at the Eno Meteorological Institute, stumbles upon a mysterious device in the lab. When she spills water on it, blue electricity surges through her, granting her freezing powers. She leaves the lab for home and begins freezing anything she touches.

While making her way home, Tori encounters a man drowning. She tries to help, but the water around her freezes, creating a dangerous ice effect. She is unharmed, though the scene confirms the extent of her new abilities.

The Justice League abducts and interrogates Tori at their Watchtower, convinced she is the Weatherman. They question her about the device and her powers, hoping for a confession or proof of villainy.

After questioning, the JLA releases Tori. She returns to her ordinary life believing the earlier events were just a bad dream. The threat of the Weatherman remains unresolved.

New Metro experiences another attack, this time golf ball–sized hailstones. Fire uses his powers to melt the hail and protect civilians from injury and property damage.

The JLA infiltrates a party at the Eno Meteorological Institute to find evidence about Arliss Hopke. Tori discovers, to her shock, that her boss, Dr. Eno, is the true Weatherman.

Tori brings her knowledge to the JLA, and they transport her to their secret command center, an alien spacecraft hidden underwater. J'onn J'onzz introduces himself, and the other members reveal their secret identities to her.

Inside the base, Tori learns that the Atom is a man she has been flirting with. The League attempts to train her to control and refine her freezing powers, but progress remains limited and uneven.

Martin Walters sees a news broadcast about the JLA and notices Fire wearing the earrings he gave B.B. DaCosta. He alerts B.B., prompting J'onn, in the guise of Fire, to confront them and clarify the misunderstanding. Martin is embarrassed, and B.B. gently ends his romantic interest, offering a kind word about his prospects.

The Weatherman threatens to engulf New Metro in a tidal wave unless he receives $20 million. He attacks the Watchtower with a heat ray, sending the JLA scrambling as they attempt to respond from a distance.

The JLA attempts to stop the Weatherman but fails to prevent the disaster. At the last moment, Tori uses her freezing powers to solidify the tidal wave, saving the city from catastrophic flooding.

The remaining heroes apologize for leaving Tori behind and formally invite her to join the team, providing her a costume and the codename 'Ice'. Tori forgives them and accepts the offer to become part of the Justice League.

Meanwhile, the Weatherman plans his escape from prison, setting up new threats and complications for the future of New Metro and the JLA.
