In New Metro, the meteorologist Tori Olafsdotter, Kimberly Oja, works at the Eno Meteorological Institute and is destined to become Ice. The city is terrorized by a tornado manipulated by a terrorist who calls himself the Weatherman. The Flash, Barry Allen, Kenny Johnston, blasts through the storm with his super speed, while the rest of the JLA mobilizes their powers to rescue civilians from danger.

While investigating a hidden device in the lab, Tori is struck by a strange blue electricity when she spills water on it. She emerges unharmed, but everything she touches begins to freeze. As she makes her way home, she attempts to rescue a man from drowning, only to witness water freezing around her in an eerie reflection of her new abilities.

The JLA, convinced that Tori might be the Weatherman, abduct and interrogate her. They release her, and she wonders if it was all just a dream. The team narrows their suspicions toward her timid coworker Dr. Arliss Hopke, Ron Pearson, though nothing solid comes of it at first.

New Metro is attacked again, this time with golf-ball-sized hailstones that melt under the hands of Fire. The JLA infiltrate a party at the Eno Meteorological Institute in search of evidence that Arliss Hopke is the Weatherman. It is at this gathering that Tori learns the truth: her boss, Dr. Eno, Miguel Ferrer, is the Weatherman himself.

Armed with this critical information, Tori brings it to the JLA, who whisk her away to their secret command center—an alien spacecraft hidden underwater. There, the JLA’s leader J’onn J’onzz, David Ogden Stiers, introduces himself, and the other members reveal their true identities. The group also introduces Ray Palmer / The Atom, John Kassir, and begins to train Tori to hone her freezing powers, though progress is slow and uncertain.

Meanwhile, Martin Walters, David Krumholtz, a young man pursuing B.B. DaCosta / Fire, Michelle Hurd, watches a news broadcast and notices Fire wearing earrings he once gave to B.B. Martin privately warns B.B., who then dismisses the romantic overture with tact, though she reassures him that he’s a nice guy and will find true love someday.

The Weatherman escalates his plan, demanding $20 million or he will unleash a tidal wave on New Metro. He attacks the Watchtower with a heat ray, forcing the JLA to retreat. Left behind, Tori sacrifices time to stop the threat, freezing the tidal wave solid and saving countless lives. The other heroes express remorse for leaving her behind and renew their invitation for her to join—offering a costume and the codename “Ice.” Tori accepts the offer, choosing to stand with the JLA. All the while, the Weatherman begins plotting his escape from prison.
