Babu is orphaned when his mother dies of starvation. Sultan, a local criminal, gathers a group of boys and trains them to work for him. Babu grows up under Sultan's influence and becomes a skilled criminal known as Badshah.

Badshah, now a professional criminal, robs a jewellery store with Abdul. They are chased by the police but manage to escape, continuing their life of crime. This marks Badshah's rise in the underworld.

After the robbery, Badshah sees Sapna, a poor street performer, singing and dancing for money. He gives her a large sum to replace her ripped clothes, and Sapna becomes intrigued by him. Their initial encounter sets the stage for a complicated relationship.

Returning home, Badshah encounters Inspector Pradhan, who vows to end Badshah's criminal activities. The two exchange sharp words and begin a tense war of words, signaling escalating conflict between them.

During a weapons exchange, Badshah and Abdul are intercepted by the police, triggering a chaotic chase. Badshah is shot in the arm, and the crash leaves both their vehicles wrecked. Inspector Pradhan becomes trapped in his car, and Badshah helps him escape, though he is badly injured in the process.

Abdul leaves to seek help while Sapna finds Badshah and brings him to her home to care for him. As he recovers, Abdul warns of increasing police presence and advises Badshah to stay with Sapna for safety. This marks a turning point toward a possible reform.

Badshah confesses to Sapna that he has lived a life of crime but wants to leave the city and his past behind for a peaceful future. He proposes to marry Sapna and settle down, but says he will do one last job to secure their future. Their evolving relationship fuels the tension with his criminal world.

After a deal with an undercover informant, Abdul is arrested. Badshah is cornered on a building rooftop but escapes. Sapna's uncle humiliates Sapna, while Badshah publicly declares his love for Sapna and says they will be married the next day.

On the way to the temple, Badshah encounters the police informant responsible for Abdul's arrest and kills him in a fit of rage before fleeing as the authorities arrive. Sapna is stood up at her wedding and is mocked by the community.

That night, Badshah finds a child who survived a train crash and brings the boy to Sapna for help. Sapna misinterprets the situation, thinking Badshah is a married man with a son, while the child's real parents Aditya and Mamta search for him. Badshah decides to adopt the child, setting up a new path for his life.

Seven years pass and Raju grows up, attending school. Mamta, the school's trustee, bonds with him, not realizing that he is actually Babu's son. Abdul is released from prison and seeks revenge, while Sultan plots further actions against Badshah.

Aditya wins full custody of Raju in court, creating tension as Raju is torn between his two families. Abdul tracks Sapna and Sultan renews his vendetta, while Inspector Pradhan stops pursuing Badshah after meeting Raju. During a trip, Sultan's men kidnap Raju; Badshah fights to save him, defeats Abdul and Sultan, and reunites with Sapna, choosing to raise Raju with Aditya and Mamta.
