As the story unfolds in this captivating film, Georges Iscovescu, portrayed by Charles Boyer, shares his tumultuous journey with a Hollywood director. This Romanian charmer finds himself stranded in a dusty Mexican border town with aspirations of reaching the United States, only to face the daunting challenges imposed by the quota system. He finds himself stuck at the Esperanza Hotel, enduring a frustrating six-month wait alongside other hopeful migrants, while his resources dwindle and despair sets in.
His situation takes a turn when he encounters an old friend, Anita Dixon. Anita, having gamed the immigration system through a hasty marriage to an American and an equally swift divorce, inspires Georges to adopt a similar strategy. He sets his sights on Miss Emmy Brown, played by Paulette Goddard, a schoolteacher who is visiting Mexico with fifteen energetic students. During a seemingly innocent automobile repair delay at the Esperanza, Georges manages to whisk Emmy away in an impromptu wedding ceremony, professing that she resembles his lost love.
