A joint team of MI6 agents and CIA officers, led by Noelle Bisset, is tracking Russian arms dealer Viktor Gradov amidst the chaos of the La Tomatina festival. Gradov outsmarts them, and his men kill Bisset's team, while acquiring a link to the global surveillance program ECHELON. This marks the beginning of their confrontation with Gradov.

Prime Minister Sam Clarke of Britain and US President Will Derringer, a former action star, have a tense public argument during Derringer’s visit. Their aides suggest they jointly fly to the NATO summit, hinting at political tensions and a fragile alliance.

While en route to the NATO summit aboard Air Force One, the plane is attacked by Gradov's terrorists. Clarke and Derringer manage to parachute out, but they are left stranded in Belarus, presumed dead by the recognition of their disappearance.

Stranded in Belarus, Clarke and Derringer manage to hitch a ride to Poland with a local woman. They then seek refuge with CIA officer Marty Comer in Warsaw, trying to regroup after their plane crash and the betrayal within their circles.

Gradov’s assassins attack the CIA safe house, shooting Marty Comer. Bisset, who survived her Spain encounter, assists Clarke and Derringer. They discover that the NATO summit is compromised due to the leak of national security files by hacker Hammond, signaling deep betrayals.

The trio travels by train to the NATO summit in Italy. En route, they are attacked by Gradov’s assassin, but Hammond kills the assassin to protect them. Hammond then instructs them to visit his former office in Zadar, Croatia, to find the betrayer.

At Hammond's former office, the team uncovers chat logs implicating Derringer’s aide Bradshaw in the betrayal. During their escape, Clarke appears to be killed in an explosion, raising the stakes of their mission.

In Trieste, it is revealed that Vice President Elizabeth Kirk is the real traitor, not Bradshaw. Derringer and Bisset are chased through the city by assassins, but Clarke, having survived, rescues them, making a dramatic entrance in a fire truck.

Killing Olga during the chase, the team confronts Gradov at the NATO summit. Clarke, Derringer, and Bisset fight to prevent NATO’s collapse. Gradov ultimately throws a statue at his helicopter, causing it to crash and killing him.

Two months later, NATO’s unity is restored, and Clarke and Derringer’s friendship has strengthened. Bisset is shown visiting Marty Comer, who survived his attack in Warsaw due to his metal plate, hinting at ongoing alliances.
