What Happens in Conspiracy: Full Plot Summary

The whole story of Conspiracy (1939) explained, from the opening scene to the final frame: every key event, every twist and what it all adds up to. Read it as a quick recap before the sequel, to check a scene you missed, or to finally understand what really happened.

Steve Kendall [Allan Lane] is an American telegraph operator aboard a cargo ship who stumbles upon a dangerous secret: the vessel is carrying contraband arms. When a revolutionary agent forces him to send a message ashore, Kendall’s actions draw the attention of the secret police. The agent is shot as he tries to jump overboard, and because the two were seen together, the police wrongly suspect Kendall of colluding with the revolutionaries. As the ship nears port, Kendall dives overboard and makes for the shore.

Hunted by the militia and police, he encounters Nedra Carlson [Linda Hayes], the sister of the dead revolutionary, who is tangled with the underground movement. Nedra explains that her group had planned to hijack the illicit arms on Kendall’s ship. She then introduces him to Tio [Robert Barrat], an American expatriate who runs a local dance hall. Tio agrees to hide Kendall in the hall’s basement while Nedra tries to devise a way to smuggle him out of the country.

Nedra arranges transport for Kendall on a steamship heading north, but the net tightens as the police descend on Tio’s place, forcing not only Kendall to flee but also Tio and his friend Studs [Charley Foy]. The pursuit zigzags by land and sea, pushing the four toward the coast until Tio radios for help. After a brief gunfight, they manage to escape via a seaplane to the United States. Once stateside, Nedra tearfully tells them that she must return to help her comrades in their fight for freedom.

Conspiracy Plot Explained: Your Questions Answered

The questions people ask most about Conspiracy (1939): what happens in the confusing scenes, why the characters do what they do, the twists, hidden details and what the ending means. Each answer contains spoilers.

Q1

Why was Steve Kendall suspected of espionage?

Steve Kendall was suspected because he was seen with a revolutionary agent who was transmitting a forbidden message. When the agent was shot trying to jump overboard, police assumed Kendall was his accomplice in the arms-smuggling plot, especially since he had been forced to send the message to shore.

Foreshadowing: Earlier scenes establish Kendall as an unwilling participant, which makes his wrongful accusation more ironic.

  • espionage accusation
  • revolutionary agent
  • secret police
Q2

Why does Nedra Carlson help Steve Kendall?

Nedra helps Steve because her brother was the revolutionary agent who was killed on the ship. She recognizes that Steve was also a victim of circumstances, being forced into the situation. Her personal connection to the dead revolutionary motivates her to assist Steve and join the underground effort.

Foreshadowing: The discovery that Carlson was Nedra's brother connects the earlier murder to her motivation for helping Kendall.

  • revolutionary brother

Q3

What happened to the contraband arms on the ship?

The revolutionary underground, led by Nedra and her comrades, had planned to hijack the illicit arms from Kendall's cargo ship. However, the plan was disrupted when the revolutionary agent was killed and Steve fled. The arms remained aboard as the ship approached port, but the focus shifted to Steve's survival rather than the original hijacking plot.

Foreshadowing: Nedra mentions that her group had planned to intercept the arms, establishing their original motive.

  • contraband arms
  • hijacking plan
  • revolutionary underground
  • cargo ship
Q4

Why does Nedra decide to return to fight?

After reaching the United States safely, Nedra tearfully reveals she must return to help her comrades continue their fight for freedom against the oppressive regime. Her dedication to the revolutionary cause outweighs her personal safety and her new connection with Steve Kendall.

Foreshadowing: Nedra's early involvement with the underground movement and her brother's death set the stage for her unwavering commitment.

  • nedra return
  • revolutionary fight
  • freedom cause
  • homeland
Q5

How does the group escape via seaplane?

After a tense gunfight at the coast where authorities pursue them by speedboat, Tio radios for help and a seaplane arrives. The foursome, Steve, Nedra, Tio, and Studs, escape aboard the seaplane to the United States, evading the secret police and militia that had been hunting them throughout the film.

Q6

What is Tio's role in the underground network?

Tio is an American expatriate who runs a local dance hall, which serves as a front for the revolutionary underground. He provides shelter for Steve in his basement and uses his connections to arrange escape routes. Despite initial skepticism, he risks his own safety to help Kendall and the cause.

Foreshadowing: Tio's dance hall is established early as a gathering place, hinting at its significance to the network.

Q7

Why was Steve forced to send the forbidden message?

A revolutionary agent aboard the ship compelled Steve, as the telegraph operator, to send a message to the revolutionaries ashore. The agent likely needed Steve's access to the communication system to coordinate the arms-smuggling operation. Steve had no choice but to comply under duress.

Foreshadowing: Steve's position as telegraph operator makes him a target for coercion by those needing to communicate secretly.

  • telegraph operator
  • revolutionary agent

Q8

Why do the police chase Steve throughout the movie?

The secret police and militia chase Steve because they believe he is an active participant in the revolutionary conspiracy. Having been seen with the dead agent and having sent the forbidden message, he is incorrectly identified as a key figure in the espionage network. This mistaken identity drives the持续的追逐 throughout the film.

Foreshadowing: The initial scene establishes Steve's wrong identification, which propels the entire chase narrative.

Q9

What happens to Studs during the escape?

Studs is Tio's friend who accompanies the group during the escape from Tio's dance hall when police close in. He flees with Steve, Nedra, and Tio, and participates in the coastal pursuit before ultimately escaping with them via the seaplane to the United States.
