Ram is recruited, along with his IPS colleagues, into a special unit tasked with tackling organized crime in Hyderabad. The team adopts a ruthless mindset and begins pursuing criminals aggressively.

The unit is ruthless in its confrontation with criminals, occasionally assassinating gang members. Their relentless approach earns them fear and scrutiny from both criminals and authorities. Ram grapples with the moral costs of such tactics.

After five encounters in three months, human rights authorities intervene and the unit is disbanded. Ram is reassigned to Control Room Duties, stepping away from field operations.

Ram meets Maya, a school teacher, whose defiance of his routine safety questions intrigues him. After a minor checkpoint where he lets her off with a warning, their mutual respect grows into a budding romance. They begin seeing each other.

Dass, who escaped the earlier encounters, teams up with Panda, who has returned to Hyderabad after fourteen years in Mumbai. Panda employs a brutal tactic—killing a family member of an opponent to destroy morale.

Dass' gang, aided by Panda's planning, begins major kidnappings in the city and grows powerful within six months. The 11-year-old son of a film producer is kidnapped and killed, setting off a city-wide crisis.

The commissioner reconstitutes the special unit, bringing Ram, Srikanth, Rajesh, and Jagan back into the crime branch. They renew their pursuit of the kidnapper gang.

The reassembled unit tracks Dass and kills him in a railyard, while Panda's gang escapes. The killing marks a turning point in their campaign.

With Dass eliminated, Panda takes over the gang and targets the families of the four unit members. The police ramp up protective measures, but the threat remains constant.

Panda's men brutally shoot and kill Jagan the same night, forcing the rest of the squad's families into hiding. The unit is pushed to the edge and becomes more isolated.

Ram and Maya marry in a hurried ceremony and travel to Pulicherla for their honeymoon. The very next day, Panda's men storm the cottage, shooting Ram into Nagarjuna Sagar and kidnapping Maya.

Srikanth and Rajesh reach Ram at the cottage and rush him to a local hospital. Ram learns that Sandhya was kidnapped earlier at the airport, and Srikanth admits he betrayed Ram by guiding Panda to his location and draining his gun for Sandhya's safe return.

Panda calls the team to Zaherabad to meet him on NH 9. Packages arrive: Sandhya's severed head and Maya's arm flesh. Overcome by guilt and remorse, Srikanth shoots himself dead.

Ram and Rajesh pursue Panda's remaining gang. Panda uses Maya as a shield and shoots her, leaving her gravely injured in Ram's arms as Panda escapes. Ram is consumed by a vow to avenge Maya and his fallen friends.

Ram tracks Panda to a dock and engages in a ferocious gun battle, killing Panda and the last of his gang in vengeance for Maya and his fallen colleagues. A few months later, Ram remains an active IPS officer and Maya is revealed to be alive; he calls out to her in the final scene.
