Over the span of several tense days, the detectives of Boston Police Department’s 87th Precinct chase a mosaic of cases that test their wits, stamina, and nerve. In the shadows of the city, Steve Carella goes undercover as a homeless man to probe a ruthless series of attacks: homeless men are doused with flammable liquid and set on fire. The brutal assault leaves him hospitalized, yet [Carella] quickly reintegrates into the force, driven to catch the culprits and bring some sense of safety back to the streets.

Meanwhile, a mysterious caller issues a chilling ultimatum: pay a $5,000 ransom or someone important will be killed. The team stages a careful stakeout as Kling, along with Det. Arthur Brown, tracks the suspect who pockets a box containing the ransom. The tension tightens when a city parks commissioner is gunned down, and a new demand for $50,000 follows. In a tense sequence, a second box is left at a prearranged spot and a police trap is set. The would-be recipient is captured, only to reveal himself as a petty opportunist who mistook the box for marijuana. The danger escalates when the deputy mayor is killed by a car bomb, and the hunt for the mastermind behind the extortion intensifies.

Into the mix comes Det. Eileen McHenry, newly assigned to help address a string of rapes. [McHenry] is pulled into a high-stakes interrogation when a witness—an unstable woman who believes she was attacked by a cape-wearing man—appears to be exploited by the criminals. The trap is sprung when [McHenry] walks through a park at night and is targeted by the same masked assailant. She fights back with resolve, arrests her aggressor, and helps bring the spree to a halt, illustrating how fear can be turned against the offenders through grit and steadiness.

The extortion scheme centers on a partially deaf mastermind, known as the Deaf Man, who collaborates with his associates Buck and Ahmad. They plot to squeeze $500,000 from businessman Henry Jefferson. In disguise, the schemers infiltrate the protective aura around Jefferson’s mansion and plant a bomb inside. The Deaf Man’s chilling phone call to Jefferson sets the stage for a dangerous escalation, as the clock ticks and the city braces for a high-stakes payoff.

As investigators close in on Tony La Bresca, they realize he is not the mastermind but a petty crook planning a liquor-store robbery with his partner Schroeder. Inside a back room of the store, Carella and Kling lie in wait to catch the robbers in the act. The convergence of plots comes when the Deaf Man visits the liquor store to celebrate a champagne purchase, bringing him face-to-face with Buck in police disguise. Gunfire erupts as the criminals burst in; Buck is fatally shot, and the Deaf Man is wounded as Kling’s pursuit spills into the chaos. Ahmad crashes their getaway, and a crucial clue surfaces that ties the mansion bombing to the day’s crimes.
