Although Agent Hunter wishes to keep this information under wraps, CIA Director Katherine Brunt learns of the threat and decides that swift action must be taken, declaring The Ghost a significant threat to national security.

Brunt reaches out to Lucas Reyes, a disgraced former agent, now marooned in Bangkok due to being placed on a no-fly list—an action initiated by Brunt herself two years prior. Initially, Lucas rejects her request, exuding an air of defiance, but after encountering some thuggish trouble at a bar, he resigns himself to contact Brunt. She instructs him to locate The Ghost and bring her to San Francisco.
