Mumbai is gripped by a crime wave led by Gawa Firozi [Jackie Shroff] and his brother Sikandar [Mukesh Tiwari], whose influence fans out through the city’s underworld and touches corrupt pockets of power. At the head of the Maharashtra Police Service’s crime branch, ACP Arjun Singh [Om Puri] holds the line, a seasoned officer still reeling from the death of his ally Balwant Singh and fearing that the killer might turn his sights on his own family.
To steady the force, a new voice arrives: DCP Karan Singh [Sunny Deol], a bold, no-nonsense officer who fills the vacancy left by Balwant. The city’s danger only grows sharper when criminals seize a college and take students hostage, among them Arjun’s daughter Kajal Singh [Preity Zinta]. Arjun struggles in the negotiation, and Karan storms the building, cutting down the attackers with precision and saving Kajal, who instantly finds herself drawn to his fearless resolve. Arjun, wary of Karan’s unorthodox methods, watches as Kajal begins to fall for him, setting up a conflict of loyalties within the family and the force.
What follows is a relentless sequence of raids as Arjun and Karan press against Gawa and Sikandar’s fortified operations. Sikandar’s political clout makes each victory fragile, and the death of Kajal’s friend—tied to Sikandar’s machinations—stirs another layer of danger. Kajal herself helps connect the dots, urging Karan to identify the killer, even as Arjun counsels restraint. Amid the turmoil, Karan and Kajal marry, marking a new chapter of their lives together. Their honeymoon of sorts is interrupted when Gawa and his cronies strike back, forcing a tense confrontation that ends with Karan capturing Sikandar and presenting him to the judge. Yet the city’s balance tips again when Gawa launches a brutal assault on the police convoy, freeing Sikandar. Karan defeats Sikandar but cannot land a mortal blow on Gawa, who remains at large and vengeful.
Gawa’s eventual escape comes through a ruse—a faked death that lets him vanish from the scene. The newly minted family of Karan and Kajal becomes guardians to an orphan named Kabir, and they grow close to Kabir’s Catholic priest guardian who runs the orphanage. The priest is murdered, and a forged suicide note casts the priest and Karan as co-conspirators in a child-trafficking front, triggering a CBI inquiry that threatens to ruin Karan’s career and reputation. Gawa begins to torment Karan directly, entering his home and drugging and molesting Kajal when she’s alone, driving Karan toward the edge. Suspended from service and teetering on despair, Karan leans on his ally Taxi, a former informer who seeks revenge for his brother’s death at Gawa’s hands.
When Taxi is killed and the charge against him is weaponized by Gawa, Karan’s life becomes an uphill battle: he must clear his name, protect Kajal, and still pursue the elusive mastermind. Kajal remains steadfast in her belief in his innocence, even as Arjun orders Karan to surrender during a tense temple confrontation. Kajal intervenes at the last moment, and Karan slips away, determined to bring Gawa to justice.
The pursuit intensifies as Kabir informs Karan that Kajal has been kidnapped by Gawa. Infiltrating Gawa’s lair, Karan fights through a hail of henchmen, rescues Kajal, and confronts Gawa in a brutal duel. Gawa escapes onto a helicopter, but Karan clings to the craft, dragging the villain into a perilous chase. Arjun arrives with a large police presence, but the critical moment belongs to Karan, who sacrifices stability to pull Gawa off the helicopter and onto a deadly minefield below. The blast ends Gawa’s reign for good, and Karan and Kajal finally reunite.
