After the mission from Supercop, Inspector Jessica Yang Jian Wa Michelle Yeoh participates in neutralizing a terrorist incident, narrowly escaping and earning the Highest Distinction for the mission. Her boyfriend, a war veteran who works as a security guard and bravely helped Yang, is frustrated that she receives only a medal for risking her life. Growing disillusioned with the prospects in Mainland China, the ambitious Chang leaves for Hong Kong, vowing to return someday as a millionaire and to marry Yang.
Some time later, the Hong Kong police confront a heavily armed gang of highly trained robbers. Suspecting them to be ex-military from the Mainland, the authorities enlist help from the Chinese Public Security. Yang is dispatched to Hong Kong to share intelligence, working alongside Inspector Lee Ming Emil Chau Wah-Kin, who harbors an awkward crush on Yang. Together, they trace the robbers to a fortified safehouse, where explosives are rigged to turn the trap against the police.
Inside the tense, guarded stronghold, the robbers’ plan teeters on a knife-edge. Chang, who leads the gang, hesitates when he sees Yang, and a moment of hesitation costs them dearly: one member is killed, another is arrested. To secure the release of the arrested demolition specialist crucial to an upcoming heist, Chang reaches out to Yang, reigniting their relationship and orchestrating a dramatic breakout. Yang cannot bring herself to condemn him, and despite orders to return to the Mainland, she persuades Lee to keep her on the case.
The confrontation escalates into a daring bank heist at the Central Bank, masterminded by Roger Davidson Alain Guernier, the designer of the Bank’s vault security. The crew breaches the vault and Davidson’s betrayal of Chang’s gang becomes the turning point. Chang survives the treachery and pursues Davidson’s team through an underwater subway tunnel, cutting down Davidson’s men and mortally wounding Davidson himself. Yang infiltrates the bank during the heist, confronts Chang, and pleads for him to surrender. While Chang is distracted by Yang, the dying Davidson detonates a bomb, plunging the tunnel into floodwaters. Realizing his injuries will doom their chances of survival, Chang selflessly shoves Yang and Lee past the lock gate, sacrificing his own life to save the ones he loves.
