Kathryn “Kate” McQuean, portrayed by Cindy Crawford, is a skilled lawyer based in Miami. While navigating a complicated divorce case, she seeks to take possession of a 157-foot freighter docked along the Florida coast due to unpaid alimony. The vessel belongs to the notorious criminal Emilio Juantorena, played by Miguel Sandoval, with his attorney Walter Hollenbach being portrayed by Dan Hedaya. This freighter also serves as the operational hub for a former KGB agent, Ilya Pavel Kazak, brought to life by Steven Berkoff. Kazak, now an international money-laundering expert, leads a rogue KGB group comprising untrustworthy members: Stefan, Leonide “Hacker” Volkov, Navigator, Rosa, and Zhukov.

Kazak is involved in a sinister plot, using the vessel to cut into undersea internet cables, enabling the KGB to eavesdrop without detection. In a twist of fate, Kate becomes an unintended target when a bullet strikes her, prompting Miami detective Max Kirkpatrick to take on the case. Max’s personal life adds further complexity; he has recently been ousted from his home by his ex-girlfriend, Rita, portrayed by Salma Hayek. Following a botched assassination attempt that results in Kate’s apartment exploding, Kazak turns his focus on her, eliminating Juantorena in the process, and assembling his team to hunt Kate down while Max pledges to protect her.

As they seek refuge in a hotel, Kate and Max encounter further chaos when a pizza order reveals their location, leading to a deadly ambush by Kazak’s hit squad. Max narrowly saves them, but not without significant loss. He reaches out to his cousin Jodi, a forensics expert, to dig deeper into the shell casing he recovered from the hotel attack, discovering it links back to the KGB’s elite operatives who engage in electronic surveillance from Russian spy ships.

The plot thickens when Kazak, playing a dangerous game, contacts Max directly, proposing a hefty sum for Kate’s surrender. However, they manage to evade capture just in time. As Kate tries to uncover why she is such a critical target, she reveals her connection to Emilio and the immense freighter’s value in her ongoing divorce settlement negotiations.

Things take a dramatic turn when their getaway plans are thwarted by Kazak’s men, resulting in a gripping chase where Max and Kate barely escape a deadly fate. Tragedy strikes as Kazak murders Jodi, further intensifying their need to stay one step ahead. During a harrowing sequence involving a tow truck, Max and Kate fight for their lives against Kazak’s mercenaries, showcasing their resilience and resourcefulness.

Ultimately, after a series of heart-stopping encounters, Kate is captured and taken aboard the freighter. Discovering that she poses a severe threat to Kazak’s illicit operations, which involve stealing vast sums from Russian accounts, he intensifies his pursuit. Max, fueled by determination and armed with navigation charts, risks everything to rescue her.

In a climactic showdown on the freighter, amidst a fierce battle with Kazak’s men, Max and Kate’s coordinated efforts lead to a thrilling explosion that eliminates Kazak for good. As they escape the fiery destruction, the world around them begins to quiet. They escape on a small boat, sharing a passionate kiss as the sun sets, symbolizing hope and a new beginning for their lives together.
