Kathryn “Kate” McQuean, portrayed by Cindy Crawford, is a skilled lawyer based in Miami. While navigating a complicated divorce case, she seeks to take possession of a 157-foot freighter docked along the Florida coast due to unpaid alimony. The vessel belongs to the notorious criminal Emilio Juantorena, played by Miguel Sandoval, with his attorney Walter Hollenbach being portrayed by Dan Hedaya. This freighter also serves as the operational hub for a former KGB agent, Ilya Pavel Kazak, brought to life by Steven Berkoff. Kazak, now an international money-laundering expert, leads a rogue KGB group comprising untrustworthy members: Stefan, Leonide “Hacker” Volkov, Navigator, Rosa, and Zhukov.
Kazak is involved in a sinister plot, using the vessel to cut into undersea internet cables, enabling the KGB to eavesdrop without detection. In a twist of fate, Kate becomes an unintended target when a bullet strikes her, prompting Miami detective Max Kirkpatrick to take on the case. Max’s personal life adds further complexity; he has recently been ousted from his home by his ex-girlfriend, Rita, portrayed by Salma Hayek. Following a botched assassination attempt that results in Kate’s apartment exploding, Kazak turns his focus on her, eliminating Juantorena in the process, and assembling his team to hunt Kate down while Max pledges to protect her.
As they seek refuge in a hotel, Kate and Max encounter further chaos when a pizza order reveals their location, leading to a deadly ambush by Kazak’s hit squad. He reaches out to his cousin Jodi, a forensics expert, to dig deeper into the shell casing he recovered from the hotel attack, discovering it links back to the KGB’s elite operatives who engage in electronic surveillance from Russian spy ships.
