Eye in the Sky opens with a meticulously organized jewelry-store heist carried out by a group of burglars. Piggy, Kate Tsui is a fresh recruit thrust into her first surveillance assignment, paired with her mentor, Sergeant Wong, Simon Yam of the Hong Kong Police Force’s Criminal Intelligence Bureau. As they study the captured footage, the team plans to track down a suspect by staking out the neighborhood he is believed to inhabit and close in on the operation from multiple angles.

Fatman, Lam Suet is identified and tailed through a mix of ground surveillance, video records, and data-mining that even reaches his Octopus card activity. The police setup a stakeout at the site of the next robbery, but Hollow Man, Tony Leung Ka Fai, spots the officers in time. When the heist kicks into gear, some robbers fall to a Police Tactical Unit’s intervention, while others escape. Chan takes a fatal shot at a uniformed officer as he flees, and Piggy is faced with a choice: she stops to administer first aid rather than keep pursuing the fugitives, underscoring the tension between field compassion and fast action.

The surveillance team is then drawn into another case: a kidnapping. Piggy stakes out a phone booth where the kidnapper might call, and she spots Hollow Man passing by. She recognizes the kidnapper from Fatman’s apartment building, allowing the police to spring a rescue of the victim, while she continues to tail Hollow Man. After a tense confrontation in a cafe, Hollow Man confronts her, but she manages to slip away. Yet the encounter takes a brutal turn when Hollow Man notices Wong and stabs him in the neck with a pair of scissors, a wound that hangs over the investigation as Piggy remains determined to keep following the trail.

Wong survives his injury and urges Piggy to stay with the pursuit. Piggy tracks Hollow Man to his hideout and calls for the Police Tactical Unit to move in. Meanwhile, Wong receives medical attention and recovers enough to contribute from the sidelines. In the raid on the hideout, Hollow Man flees toward the water, slipping down a dock and wounding himself mortally by brushing past a hanging hook, while the remaining robbers are captured and taken into custody.
