In a near-future Hong Kong, the Royal Hong Kong Police Force anticipates expanded powers, including military duties, and launches the B.O.B. program—Best of the Best—to recruit elite inspectors who can rise to the top of the force. The story centers on Inspector Lee Kin-wah [Andy Lau], an ace marksman whose confidence often edges into bravado. After a harrowing gas-station crisis where a deranged man who believes he is Sun Wukong abducts five children, Kin-wah pulls off a feat that nearly triggers an explosion, earning mixed praise from his superiors. His unit’s senior officer, George [Wong Wai], scolds him for taking too many risks, yet Kin-wah remains undeterred and insists his instincts are sound. George ultimately tears up Kin-wah’s self-recommendation letter, but his own superior recognizes the recruit’s potential and pushes for Kin-wah to join the B.O.B. Kin-wah signs up alongside his best friend Wai [Michael Miu Kiu-Wai], meeting a colorful cohort: the musclebound Popeye [Dick Wei], and He-Man [Francis Ng], a stoic teammate who finds Kin-wah’s overconfidence grating.

Kin-wah quickly proves himself during grueling training, excelling in the tactical drills and field exercises that push them to the brink. His growth is tested in a class on tactical research, where he interrupts the instructor and later finds himself at odds with Jennifer Tang [Rosamund Kwan], who acts as a bluntly honest referee of their progress. Jennifer challenges Kin-wah’s swagger, painting a more cautious picture of the real dangers they would face. Despite the friction, Kin-wah remains drawn to Jennifer and begins dating her, even as she warns that his overconfidence could be his undoing. The training sessions culminate in a high-pressure, multi-team exercise that ends with a controversial win for Kin-wah’s team, but both squads are chastised by their head instructor, Chiu [David Lam Wai], for playing dirty.

The team is briefed on a looming threat: the I.B.S., an international crime syndicate made up of former Vietnam War veterans who have expanded their operations into Hong Kong with a brutal, guerilla warfare mindset. Jennifer is blunt in her assessment: Hong Kong’s dense cityscape lacks jungles for the I.B.S. to exploit, and she doubts the B.O.B.’s ability to neutralize a willing and well-armed foe. Kin-wah, however, remains determined, insisting that courage plus technique can outmatch any adversary. He receives a personal rebuke from Jennifer about his growing arrogance, yet their professional connection deepens as they continue to spar with and rely on one another.

The B.O.B. is deployed on a hostage rescue operation involving Vietnamese criminals believed to belong to the I.B.S. Kin-wah pushes for a bold plan: take out the criminals in two rooms by himself to avoid tipping off the rest of the gang, leaving the other two rooms to be cleared by the rest of the team. The operation appears successful at first, and Kin-wah and He-Man’s teamwork secures a resounding victory. But the supposed I.B.S. captors turn out to be impostors, and the real I.B.S. immediately escalates, targeting a high-stakes political figure, Mr. King, who is sailing to China on a yacht. The B.O.B. is redirected to protect him, plunging Kin-wah into a renewed test of nerve under fire.

The yacht assault shifts the balance dramatically when an I.B.S. operative disguised as a priest shoots at Mr. King. Chiu orders Kin-wah and Wai to wait for backup, but Kin-wah defies orders and pursues the terrorist with Wai by his side. Wai is killed in the ensuing exchange, a blow that fractures Kin-wah’s confidence and clouds his judgment. The loss of his friend becomes a catalyst for a brutal downturn in Kin-wah’s performance during training, prompting Chiu to set up a brutal, reality-based one-on-one session in which Chiu acts as an I.B.S. aggressor and Kin-wah must hold his nerve under live fire. Kin-wah fails the drill at first, forcing him to confront his fear and rekindle his resolve.

When Chiu receives intelligence about a hidden I.B.S. stronghold in a village, the B.O.B. is split into three teams: A Team led by He-Man, B Team led by Popeye, and Kin-wah’s C Team alongside Chiu. The I.B.S. detects the movement and ambushes the A and B Teams, unleashing heavy machine-gun fire. Kin-wah urges Chiu to allow the C Team to back up, and he takes decisive action—dispatching several terrorists with calculated shots and steady resolve. As the battle continues, Kin-wah reflects on Wai’s memory, his own past successes, and the importance of staying focused under pressure. He locks in on the target head-on and, after a fierce hand-to-hand confrontation, defeats the surviving I.B.S. operative who had previously killed Wai, before delivering a final grenade that detonates the fort.

With the I.B.S. threat neutralized, the B.O.B. system proves its worth as Kin-wah and his teammates push through the final moments of the mission and graduate from the program. In a quiet, hopeful close, Kin-wah confesses his intention to Jennifer and asks her to marry him, signaling a new chapter that blends professional achievement with personal commitment. The film closes on a note of resolved purpose and renewed determination, underscoring the perseverance, camaraderie, and moral complexity that define this high-stakes police action saga.
