In the year 1900, the scene is set in San Francisco, where Fei Yanggu, a Manchu official under the orders of Empress Dowager Cixi, embarks on a critical mission. Accompanied by two bodyguards, he aims to apprehend revolutionaries Sun Wen and Zheng Shiliang. However, chaos ensues as the tragic murder of Alice, the daughter of U.S. Congressman Grant, occurs in Chinatown. Her death, which was gruesome and shocking, is paralleled by the unexpected killing of an elderly Native American man. The primary suspect, Bai Zhenbang, the son of Bai Xuanling—the head of Chinatown’s Xiesheng Hall—finds himself at the center of controversies that could ignite broader racial tensions.

With Congressman Grant harboring deep-seated animosity towards the Chinese community, he contemplates strengthening exclusionary policies against them. In a desperate bid to protect his son from this impending scapegoating, Bai Xuanling invites the skilled reasoning master, Qin Fu, to help unravel the mystery and identify the actual murderer behind these heinous acts.

As fate would have it, another layer of the narrative unfolds with Ah Gui, a Chinese-Native American hunter, stepping into the fray. Driven by his vengeance for his adoptive father, he crosses paths with Qin Fu, and together they start piecing together the truth. Tragedy strikes again when two more young women fall victim to the same brutal fate, deepening the investigation.

Complications arise for Fei Yanggu; his attempts to arrest the suspects become thwarted by the interwoven relationships that complicate the dynamics of Chinatown. Notably, Zheng Shiliang, a close ally of Bai Zhenbang, finds himself intertwined in criminal activities that incite the ire of the Irish gang, as the duo dares to steal firearms from them. They cleverly hide these weapons in the Chinese Theater where their friend, the magician Jin Lingfu, works.
