Colonel Hogan, David James Campbell, is a highly-decorated Special Forces officer who runs a brutal mercenary outfit. His latest arrangement with businessman Don Michaelson Troy Donahue sets the stage: Hogan recruits new troops and, in a shockingly cruel training method, orders them to kidnap civilians to use as targets in hunting exercises. In one capture, Mike Danton Ted Prior is ambushed while taking out the trash. He is outfitted in jorts, greased up, and released into a nearby forest as “game.”

A small team of mercenaries begins the pursuit, but Mike Danton, a skilled Vietnam War veteran, systematically picks off the hunters one by one. The surviving troops report their difficulties to Colonel Hogan, who then sends a task force led by his best man, Lt. Thornton Fritz Matthews. Another key figure is Jack Cooper Jack Marino, a former comrade of Danton whose life Danton saved in combat years earlier; Cooper defects from the mercenaries and sides with Danton.

With Cooper’s help, Danton fights to return to his beloved wife, Jaimy Suzanne Tara, who has been taken hostage by Hogan. After escaping the forest, Danton arms himself at home and storms the mercenaries’ training camp. Danton and Cooper manage to eliminate all of the mercenaries, but Lt. Thornton catches up with Jaimy and Cooper and murders them. Thornton is then pursued by a vengeful Danton, who chops off the lieutenant’s right arm and scalps him. In the final scene, Danton corners Hogan, shows him the scalp, and commands him to remove his shirt and shoes. Releasing Hogan into the forest, Danton becomes the hunter.
