When the legal system fails, former L.A. cop Stoney Cooper takes justice into his own hands. Fired for his anti‑authority stance, he now freelances in New York. The killing of an old friend’s daughter by a serial killer terrorizing Los Angeles draws him back. Though few in his hometown welcome his return, Cooper vows to catch the murderer before more innocent lives are lost.
