In the bustling Metropolitan Police Astro Division of Los Angeles, nightfall signals the start of a critical shift. Captain Braddock (Warren Oates) anxiously searches for the experienced pilot, Frank Murphy (Roy Scheider). After some back and forth, he instructs rookie observer Lymangood (Daniel Stern) to track down Murphy. Lymangood finds him in the ready room, engrossed in his digital wristwatch. Their dynamic shifts as Murphy learns that his usual observer, Montoya, is now on the day shift, and he’s paired with the green Lymangood.
Their first mission arrives quickly as they take off in a helicopter, where Murphy showcases his skills by spotting several incidents from above, outpacing Lymangood’s reactions. When they swoop in on a store robbery, the pair cleverly uses the “midnight sun” searchlight to illuminate a suspect, risking their lives as they attract gunfire. But with the arrival of ground units, they manage to help subdue the criminals. As they continue their patrol, they spot a suspicious vehicle with no license plates. This leads them to an unexpected distraction: a young woman performing yoga in the nude. Their amusement swiftly turns to horror as they witness a violent crime unfolding below them.
Amid a chaotic gunfight involving police and the suspects, Murphy grapples with haunting memories of his combat days in Vietnam, triggered by the chaos they observe. Following a rocky night, Murphy faces the wrath of Captain Braddock for deviating from his patrol route, which may have led to dire consequences for City Councilwoman McNealy (Candy Clark), who is now in critical condition after being shot.
At home, his personal life is in disarray with the arrival of his girlfriend Kate and her son, adding another layer of complexity to his already turbulent existence. The next day, amidst mounting racial tensions and unrest in the Watts district after McNealy’s fate is revealed, Murphy uncovers an intriguing note at her residence that hints at trouble brewing within the community. Just as he begins to grasp the gravity of the situation, he is summoned back to base by Braddock, only to be confronted by two mysterious men, Mr. Fletcher (David Sheiner) and Mr. Icelan (Paul Roebling), who inform him that he has been chosen to test a new $5 million government helicopter, Blue Thunder.
