During a dangerous operation to move mob boss Raymond Manta out of a Mexican jail, FBI agent Jeff Douglas survives a brutal ambush and witnesses the White Hand cartel seize the moment. The cartel feeds him a chilling lie: his family is being held hostage, and their release depends on him helping smuggle a massive drug shipment into the United States. Reluctantly, Jeff is coerced back into the role of a courier, working under a leadership circle that includes Raymond Manta and his four lieutenants — Helmut Vich, Milton Kowalski, Russ LaFleur, and Hansel Lee. In the background, his wife Wendy Douglas and their two young children are described in a way that makes Jeff steadier than ever about getting them back, a trust that the cartel never intended to honor.

The delivery of the drugs proceeds, but the cartel’s plan unravels as Jeff is set up for a car bombing in Las Vegas that leaves him badly shaken but alive. The cartel assumes he’s dead, and the revelation that his family is dead shatters him, driving him toward a brutal, single-minded pursuit of vengeance. Officially censured, he finds an unexpected ally in agent Megan, whose own history of tragedy fuels her sympathy for Jeff. Spurred by that connection, Jeff steals FBI files and launches a personal crusade to dismantle the cartel, beginning with a decisive strike against the gang in Las Vegas.

In New Orleans, Jeff sabotages LaFleur’s liquid-heroin operation by sparking a factory fire, crippling the cartel’s drug pipeline. He tracks LaFleur to a nightclub, where he finishes the job in full view of a satellite hookup monitored by Manta and Kowalski from their hideout, a broadcast that intensifies the cartel’s internal tensions. Kowalski is more reluctant to embrace the brutality, and the tension between him and Manta grows as Jeff’s actions reverberate through the gang’s operations.

The hunt then moves to Seattle, where Jeff infiltrates the heavily guarded mansion of Hansel Lee and ends Lee’s life in a high-stakes confrontation. Megan arrives to speed their getaway, but the couple is soon apprehended by local police and then ambushed by Manta’s men, forcing a perilous escape. Kowalski, pushed to the edge by Manta’s brutal leadership, is shot by Manta at his own complex, a moment that erupts into a violent confrontation between Jeff and the cartel head, culminating in a savage beating that allows Jeff to rescue Megan.

Back at FBI headquarters, Manta remains defiant, insisting the war isn’t over. He grabs a gun, and in a desperate struggle to disarm him, Jeff rams his way through a window, sending Manta to a fatal fall. With the cartel’s ringleader dead, the immediate threat is silenced, and Jeff’s mission to wipe out the White Hand cartel ends, though the scars of the brutal crusade linger.
