In the city of Kozhikode, a brutal communal riot erupts against the slums, leaving 12 innocent lives lost and a landscape of fear and rubble. Before the violence spirals out of control, a wildlife photographer named Madhu Kumar spots a convoy of explosives being moved through a local forest check post. He promptly calls the local police commissioner Devan Shankar and provides crucial details that could prevent the attack. Tragically, the criminals abduct Madhu, murder him, and silence the trail just as the riot begins to unfold.

As the riot rages, the police mobilize to restore order and uncover the truth behind the bloodshed. The investigation centers on the determined and principled DC, Mammootty as Thevalliparambil Joseph Alex IAS, whose bold yet exacting approach makes him a target for those who profit from corruption and chaos. Joseph forms a tense alliance with his subordinates, including the sharp ASP, K. B. Ganesh Kumar as Prasad, and the capable AC Vani Viswanath Mukherji, often called Anura Mukharji, who admires Joseph for his uncompromising stance against compromised officials and politicians.

On the political side, the state minister, Kollam Thulasi as John Varghese, publicly feigns concern for the victims while privately pressuring the police to quell the unrest. Joseph refuses to bow to such pressure, publicly challenging Varghese’s heavy-handed brand of governance and insisting that authority must be balanced with accountability. The clash between bold action and political maneuvering threads through every step of the inquiry, exposing how power can shield malfeasance even in times of crisis.

Meanwhile, the investigation tightens around the fate of Madhu. Madhu’s father files a missing-person case that turns up a grim clue: a corpse bearing Madhu’s camera, the film missing, and no obvious sign of who orchestrated the murder. As relief efforts unfold in the damaged neighborhoods, MP Jayakrishnan, played by Murali, arrives from Delhi with a public-relief persona that helps win support among the devastated residents. It soon becomes clear, however, that Jayakrishnan harbors a more sinister motive: he is revealed to be the mastermind behind the massacre, scheming to raze the slums to clear land for new real estate ventures. The plot thickens as it’s disclosed that Shankar, Varghese, and Ibrahim Jalal are entangled in the conspiracy as well, and that Shankar may have sent the goons to silence Madhu to keep the tracks from leading back to them.

The mounting evidence pushes the case into dangerous territory. Dr. Vijay, the local medical surgeon, deduces from the autopsy that Madhu was murdered, but his own life is cut short in a road accident soon after. Joseph finds a new ally in Sanjay, a close friend from his Mussourie training days, who is introduced as Vijayanaganathan Sanjay, the elder brother of Dr. Vijay. Sanjay’s presence provides a crucial link to the medical clues surrounding the deaths and the broader conspiracy. Together, Joseph, Sanjay, and Prasad uncover a troubling connection: Dr. Vijay had been injected with a powerful drug by the same goons who murdered Madhu, a detail that may offer a thread to unravel the chain of incidents and explain the sudden, fatal accidents that followed.

As the investigation intensifies, Jayakrishnan returns to Delhi to assume a cabinet post, while Joseph relentlessly pushes forward. Jalal, the captured associate, reveals that the lead operative behind the killings is Ananthashankara Iyer, a ruthless figure played by T. S. Krishnan. With this new information, Joseph and Prasad corner Iyer at a bustling shopping mall, where a tense confrontation ends with Iyer’s capture but also pulls in Vikram Ghorpade, a Mumbai-based crime boss with deep ties to Jayakrishnan. Kazan Khan portrays Vikram, a strategist whose appearance injects a new level of danger into the pursuit of truth.

Iyer’s arrest triggers a brutal counterstrike. Vikram arrives and orchestrates a violent escape, killing Anura during the chaos and triggering a wider maelstrom. It is a stark reminder that the conspiracy runs deep and touches multiple echelons of power. Joseph, refusing to be deterred, presses Vikram for names and motives, using the confessions of both Iyer and Vikram to lay bare the network that sought to move the riots from a moment of tragedy to a business opportunity.

When Jayakrishnan is sworn in as cabinet minister again, the tables start to turn. Joseph publicly exposes the conspiracy, presenting the testimonies of Iyer and Vikram as evidence and compelling the public to face the truth about those who exploited fear and violence for personal gain. The arrest of Jayakrishnan, Vikram, and Shankar seems imminent, yet the pursuit culminates in a dramatic reversal. Jayakrishnan resists defeat by drawing a firearm in a crowded area, triggering a chaotic scene in which Vikram is killed and bystanders are endangered. Joseph responds decisively: he shoots the gas tank in the fleeing car, causing a fiery explosion that ends Jayakrishnan’s escape and silences the threat once and for all. The city breathes a collective sigh of relief as Joseph is celebrated as a hero who stood firm against corruption, violence, and those who would manipulate public fear for profit.

The case closes with a clear message: accountability and courage can prevail even when powerful forces attempt to shield themselves behind the veil of chaos. The people of Kozhikode feel a renewed sense of safety as the truth about the conspiracy is laid bare, and those who profited from the riots are brought to justice.
