Lt. Jim Stone conducts unapproved undercover surveillance at the hotel where the drug dealer works during a vacation day. He notes that all merchandise moves to a single building and that the dealer was bailed out with $200,000 in cash, indicating access to large sums. This clue sets the stage for a high-stakes target.

David Waters obtains blueprints from the county planning office and discovers the gang has built a large safe behind an industrial freezer in a building. This discovery confirms the feasibility of a high-value heist. The plan to exploit the unguarded access begins to form.

Jim and David map the building and decide to break into the safe. They acquire a floor-standing drill press and a diamond-tipped drill from Germany and buy black market firearms using illegally obtained cash from a corrupt colleague. The plan includes drilling from the apartment above the freezer to avoid triggering failsafe door locks.

Jim watches the safe's tumblers through a long flexible cystoscope while David manipulates the dial, and they record each identified number on the door. When the door yields, the vault reveals extreme high-value gems and cash. Jim is elated, but David worries about being tracked down.

Back in the apartment, David shows empathy for the surviving female hostage. She asks him to call her husband so their 3-year-old child can be cared for, and David agrees. This moment contrasts with their previously ruthless behavior.

They prepare to leave, then return to the apartment to finalize the take; Jim discovers that David has re-locked the safe and erased the combination numbers. Enraged, Jim threatens David at gunpoint to force him to open the safe.

Under coercion, David opens the safe and they start loading valuables into the van. David hesitates to kill the woman and ends up shooting Jim, triggering a brief but fatal shootout. The balance between crime and conscience shifts irreversibly.

David returns all the valuables back into the safe and loads the woman hostage into the van, promising release once they are far from the city. They drive onto a deserted stretch of road, attempting to disappear into the night.

The van is surrounded by other vehicles, including a contractor's truck bearing the same phone number the woman had David call earlier. David attempts to identify himself as a police officer but is shot dead. The plan collapses in a violent confrontation on the open road.

The final montage shows physical evidence from the car and the heist being catalogued and stored in the Evidence Management building, where David and Jim used to work. The case file closes as investigators piece together what happened. The film ends with the quiet regularity of administrative routine replacing the crime's chaos.
