Andy Osnard, a seasoned MI6 operative, is reassigned to Panama following a scandal involving the foreign minister's mistress in Madrid. His arrival marks the beginning of a new chapter as he is warned about the extensive corruption in the region.

Upon his arrival, Osnard discovers a list of British expats living in Panama. This leads him to meet Harry Pendel, a charming tailor who has successfully ingratiated himself with the country's elite, including the President.

Harry Pendel, the tailor, impresses many with his storytelling skills and his fabricated tales of a life on London's Savile Row. Yet, unbeknownst to his clients, Pendel is entangled in a web of financial troubles and past cons.

As Pendel struggles with his financial situation, Osnard seizes the opportunity to offer him a risky deal. He proposes to provide financial assistance, contingent on Pendel's commitment to supplying intelligence on Panama's upper class.

Under pressure from Osnard, Pendel begins to exaggerate his stories for the sake of valuable intelligence. He fabricates identities for his friends, creating an image of his associate Mickie as a powerful revolutionary leader.

After tailoring a suit for the President of Panama, Pendel concocts a narrative involving a supposed plot to sell the canal to Beijing and Taiwan. Osnard is aware of the untruths but pursues the information for his own agenda.

Pendel's fabrications reach the ears of officials in Washington, inciting fears that the canal might fall into Chinese hands. This leads military leaders to consider drastic measures, including an invasion of Panama.

The Pentagon gives its nod for plans targeting Panama, approving a staggering sum of $15 million for the operation. Meanwhile, Pendel wrestles with guilt as he realizes his involvement in the escalating situation.

The British Ambassador discovers Osnard's dealings and threatens to expose him unless compensated. To secure the Ambassador's silence, Osnard resorts to bribery, giving away $1.25 million.

Pendel receives devastating news from Marta about Mickie's tragic suicide, a loss that deeply affects him. Overwhelmed by guilt, he decides to take action against Osnard's deceitful schemes.

In a climactic moment, Pendel confronts Osnard at the airport, seeking to put an end to his manipulative games. However, Osnard cleverly outsmarts Pendel and escapes, continuing his dubious operations.

Louisa discovers Osnard's unwanted advances and becomes aware of Pendel's secretive actions. In a pivotal moment, she rushes to the Administrator's office to contact the President of Panama, attempting to stop the chaos.
