However, rather than see this as a deterrent, Osnard perceives it as an open door ripe for exploitation. He soon discovers a list of British expats in Panama and makes his way to meet Harry Pendel, a charming tailor who has skilfully embedded himself within the city’s elite circles, even befriending the President of Panama.

Pendel, a master storyteller, spins tales of his past as a resident from London’s luxury Savile Row. Yet, beneath this charismatic façade lies a tangled web of secrets. His wife, Louisa, is blissfully unaware of the dubious dealings from Pendel’s previous life, which include cons crafted with his late uncle Benny and a considerable debt stemming from an ill-fated farming endeavor.

As Pendel struggles to keep his finances afloat, Osnard seizes the moment to offer him a risky deal. He proposes that he can extend a vital financial lifeline, provided Pendel commits to supplying intelligence on Panama City’s upper class. Desperate to escape his financial woes, Pendel accepts this offer, using the funds to pay off his outstanding debts and to assist his troubled friend Mickie and his assistant Marta, both of whom bear the scars left by Manuel Noriega’s brutal rule.

However, as Osnard’s appetite for more substantial information intensifies, Pendel is ultimately pushed into exaggerating his stories. He fabricates roles for his friends, reimagining Mickie as a revolutionary leader with sway over the youth and misrepresenting his shop manager as a figurehead of the opposition. Following his successful tailoring of a suit for the President, Pendel concocts a striking narrative that the President is plotting to sell the canal to both Beijing and Taiwan. While Osnard is aware that Pendel’s tales are more fiction than facts, he remains unconcerned as long as his superiors believe these fabrications.

This web of misinformation rapidly reaches the power corridors of Washington, stirring top officials into a frenzy of concern. Fearing the canal’s potential fall into the hands of the Chinese, military leaders and strategists begin devising plans for an invasion to avert this disastrous scenario. Meanwhile, Pendel wrestles with his moral compass as he attempts to remove himself from this swirl of deceit, only to find out that Osnard’s demands have gained a nod of approval from the Pentagon, with a staggering sum of $15 million approved for operation plans targeting Panama.

In an unexpected twist, the British Ambassador stumbles upon Osnard’s shady dealings and threatens to expose him unless compensated. Compliance sees Osnard parting with $1.25 million, ensuring the Ambassador’s silence and cooperation. Amid rising tensions, Pendel receives devastating news from Marta of Mickie’s tragic suicide, a calamity he attributes to his failings as a spy. Consumed by guilt, Pendel resolves to dismantle Osnard’s plans once and for all.

As events unfurl, Pendel corners Osnard at the airport, but finds himself outsmarted by the cunning operative who swiftly escapes.
