In the riveting opening scenes, a charming hitchhiker named Miki, portrayed by Jocelyn Jones, lures two unsuspecting servicemen from Western Gas & Electric to a secluded cabin located in Mill Valley, California. Tragically, their visit ends in bloodshed as they fall victim to the radical militant Bobby Maxwell, played by DeVeren Bookwalter. The tension escalates when Inspector ‘Dirty Harry’ Callahan, masterfully depicted by Clint Eastwood, and his partner Frank DiGeorgio, portrayed by John Mitchum, respond to a gripping hostage situation at a liquor store in San Francisco. In a situation fraught with danger, Harry finds himself negotiating with armed thieves, only to take decisive action by crashing his police vehicle through the store window. He ruthlessly neutralizes the three criminals, showcasing his hallmark style of “excessive use of force,” much to the dismay of Captain McKay, played by Bradford Dillman. Consequently, Harry is reassigned to the personnel department as punishment.

As Harry reluctantly attends an examination board for new inspectors, he crosses paths with the young applicant Kate Moore, skillfully portrayed by Tyne Daly. Mrs. Grey, a representative from the mayor’s office, accuses Harry of intimidation when he questions Kate’s lack of experience. Meanwhile, amidst the chaos, Bobby Maxwell and his armed group—who are joined by Miki—embark on a sinister mission to rob Hamilton Firearms Co., believing that their actions serve “the people.” This plan leads to the cold-blooded murder of an elderly security guard, after which they load a stolen truck with deadly weapons, including U.S. military Light Anti-Tank Weapon (LAW) rockets. During the chaos, DiGeorgio suffers a fatal injury, mistakingly stabbed by Maxwell, while Miki is also caught in the crossfire. The incident sends Harry and Lieutenant Bressler, played by Harry Guardino, rushing to the hospital, where DiGeorgio’s final words reveal a chilling connection to an unsolved murder.

Upon returning to the police station, Captain McKay receives a chilling message from Maxwell’s group, who identify themselves as the “People’s Revolutionary Strike Force” and issue a threatening ultimatum to blow up buildings unless a ransom of $1 million is met. In an unexpected turn, McKay erroneously assumes that the Strike Force consists of black militants, prompting him to reinstate Harry to the homicide division for the case. As the investigation unfolds, Harry uncovers that Miki had ties as a known prostitute and suspects that the killer is a pimp. To his disappointment, Harry discovers that his new partner is none other than Kate, the woman he earlier confronted during the inspector interview.

During an intense LAW rocket demonstration, Harry acts quickly to save Kate from imminent danger, showcasing the deepening bond between them. As they investigate further into DiGeorgio’s murder, they learn the sophisticated killing methods displayed indicate a background in special forces. A chain of events takes them to a contentious chase of a Strike Force operative named Henry Lee Caldwell, culminating in a chaotic yet humorous rooftop pursuit that exposes the intersection of crime and contraband in the most unexpected places.

Days later, McKay instructs Harry and Kate to investigate revelations regarding Caldwell’s connections to a militant group led by Big Ed Mustapha, played by Alpert Popwell, while Harry’s instincts tell him to pursue the truth that links Caldwell to Maxwell. The tension continues to rise when Maxwell’s group kidnaps the mayor, setting off a frantic series of events post a baseball game. Instead of capitulating to the demands, Harry stands his ground against a background of corporate politics and media scrutiny. His grit is further tested when he discovers the militant approach of Father John, played by M.G. Kelly, who holds a pivotal key to the hostage situation.

As the climax nears, a high-stakes showdown unfolds on Alcatraz Island, illuminating the heroic yet tumultuous encounters as gunfire erupts, leading to dire personal losses. In a heartrending moment, Kate finds herself mortally wounded while trying to protect the mayor, delivering a profound final plea to Harry to persevere in the face of adversity. The explosive finale leaves Harry to confront both the aftermath of violence and a morally ambiguous victory that prioritizes justice over accolades.
