The Enforcer

In the isolated cabin of Mill Valley, California, a beautiful hitchhiker named Miki lures two servicemen from Western Gas & Electric. Unbeknownst to them, they fall prey to Bobby Maxwell, a radical militant who kills both men in cold blood.

Inspector 'Dirty Harry' Callahan, alongside his partner Frank DiGeorgio, responds to a tense hostage situation at a liquor store in San Francisco. In a bold move, Harry agrees to the thieves' demand for a police car, then crashes through the store window, killing all three assailants.

Following the violent incident at the liquor store, Captain McKay reprimands Harry for his 'excessive use of force'. As a consequence, he is transferred to the personnel department, much to his dismay, for not conforming to police protocol.

During his reassignment, Harry attends an examination board for prospective inspectors. Here, he confronts candidate Kate Moore about her lack of experience, which stirs tensions when Mrs. Grey from the mayor's office accuses him of intimidation.

That night, Bobby Maxwell and his militant group, including Miki, plot a robbery at the Hamilton Firearms Co. After ruthlessly killing a security guard, they load weapons into a stolen truck but are interrupted by police, leading to a violent confrontation.

During the chaotic firefight, DiGeorgio is fatally stabbed by Maxwell. In a desperate attempt, he reveals the identity of his attacker before succumbing to his injuries, leading Harry to suspect a connection to unsolved murder cases.

Capt. McKay receives a chilling cassette from the militant group, now known as 'People's Revolutionary Strike Force,' threatening to bomb buildings unless they receive a ransom of $1 million. This leads to Harry being reinstated to investigate the escalating situation.

In his investigation, Harry discovers techniques used in the recent murders that indicate a military background. His new partner, Kate, and he attempt to analyze these techniques at a coroner's office, where they experience a bomb scare that heightens the threat.

While chasing a Strike Force operative, Henry Lee Caldwell, Harry and Kate manage to retrieve vital evidence from the scene of a bomb explosion. Despite the chaos, they capture Caldwell, but not without complications as he escapes after a dramatic rooftop chase.

Harry discovers that Caldwell was once part of the militant group Uhuru, led by Big Ed Mustapha. In an intimidating visit to Mustapha's headquarters, he pressures the leader for information regarding Bobby Maxwell, identifying him as a key player in the criminal activities.

In a daring move, the Strike Force ambushes the mayor's limousine after a Giants game, effectively raising a bridge to prevent escape. They soon release a cassette tape demanding $5 million for his safe return, escalating the stakes for law enforcement.

The tension culminates as the police track the mayor's whereabouts to Alcatraz Island. A fierce gunfight erupts between the militants and Harry’s team as they attempt to rescue the captive mayor from Maxwell and his gunmen.

In a tragic twist during the rescue, Kate is gravely injured as she attempts to shield the mayor from Maxwell. With her dying breath, she urges Harry to move on, leaving him heartbroken and determined to avenge her death.

As Maxwell attempts to flee with the mayor, Harry takes aim with a LAW rocket. In a moment of reckoning, he successfully kills Maxwell, ultimately ending the immediate threat but at the cost of his partner's life.

With the situation resolved and the mayor safe, Capt. McKay arrives offering commendations to Harry. However, Harry stands over Kate's body, disinterested in the mayor’s praise, embodying his grief and loss over the day's events.
