The Eagles are orphans trained as assassins, convinced their purpose is to eliminate enemies. On a cold day, the disciples of the Shinshu Religion plunder a village and melt into the forest, setting the scene for a brutal clash of loyalties and power. Soon a formidable group of martial artists known as the 13 Cold-Blooded Eagles surge in, wiping out the Shinshu disciples with swift precision. After their deadly feat, they hurry back to the Flying Eagle Fort to report to their foster father Yue Xihong.
[Yue Xihong] then orders the Eagles to hunt down the Shinshu leader known simply as the Monster, and to seize his coveted manual, the “Seven Stars Reserpine Technique.” With purpose burning in their chests, the Eagles ride up to the peak of Hua Mountain, where Monster makes his stand. In a brutal confrontation at the cliff’s edge, Monster clamps onto Qi Yingming and the two tumble off together. Monster dies, while Qi is grievously wounded but saved by the fearless Quihua and carried back to her secluded estate. There, she tends to Qi’s injuries, and Qi returns to the Flying Eagle Fort, though Quihua’s true identity remains hidden for the moment.
The pursuing Yue quickly uncovers that the manual now rests with Ao Tianheng, and he commands his disciples to assassinate Ao. Despite barely concealing his skepticism—Qi believes Ao has never harmed anyone in the Jianghu—the orders must be followed. In a modest hut, Ao Tianheng sits in quiet meditation as three eagles intrude through the window. Ao’s daughter, Quihua, rises to defend her father and holds the line against the intruders. The assault draws in Red Eagle and White Eagle—joined by Gold Eagle and Black Eagle—who rush to his aid, their presence turning the skirmish into a dramatic stalemate.
A Taoist priest arrives just in time to rescue Quihua and fends off Red Eagle by sending him plummeting into a hidden hole. Inside the chamber, Red Eagle discovers a painful truth—the man he once hunted was his own father, struck down by Yue two decades earlier. His father’s last gift is a fragment of inner qigong, entrusted to Red Eagle as a final farewell. The revelation shatters him, and he returns to the Flying Eagle Fort to expose Yue’s crimes, only to be blinded by a condor trained by Yue, clouding his earlier revelations with tragedy.
Meanwhile, Qi is drawn back into Yue’s orbit as a tool rather than a partner. Yue orders Qi to travel to Sunflower Island to eliminate its leader and seize the manual that might crown his plan. Qi soon discovers that the island’s leader is none other than Quihua, and the revelation tests both resolve and loyalty. Reluctant to kill her, Qi hesitates, but his fellow eagles push him toward action. In a tense collaboration with Quihua, Qi defeats the remaining eagles and escapes Sunflower Island with her, all while Yue closes in, relentless in his pursuit.
Desperation propels Quihua to hurl the prized manual into a fast-moving river, hoping to foil Yue’s grip on its power—yet Yue dives after it, refusing to surrender the artifact. After several days, Qi and Quihua arrive back at the Flying Eagle Fort, bearing the weight of their vengeance. The confrontation with Yue is brutal and personal: Qi sustains heavy injuries, while Quihua unleashes the full force of her inner qigong. In a final, luminous moment, a bouquet of lilies springs forth with astonishing energy, piercing Yue and ending his tyranny.
In the aftermath, Qi cradles Quihua’s body and begins to walk up a sunlit hill, the dawn casting a pale gold glow over the landscape as the two fates intertwine in the wake of a hard-won peace.
