Kwan Fung-yiu Aaron Kwok is poor and illiterate, and after his father’s death he travels to the provincial capital seeking refuge from Tuan Ching-Yun Ti Lung, a friend of his late father. He ends up taking a job at the dye factory known as the Four Seasons Weaver. The city’s politics are tense: Hak Wo-po [Kenneth Tsang], a powerful Manchurian figure who owns the Tin Lung Spinner, dominates the capital and runs a gambling den that pits his workers against those from the Four Seasons Weaver.
The new magistrate Yuen Tin-yau fights to restore order but lacks solid evidence to bring Hak to justice. He is joined by his instructor Mr. Wah [Paul Chun Pui], and together they set out to dismantle Hak’s influence. The tale thickens when Pak Siu-kwan [Maggie Cheung], the owner of Four Seasons Weaver, crosses paths with Wah’s daughter Lin [Jacklyn Wu Chien-Lien]. A complex web unfolds as it’s revealed that Tuan is a fugitive who changed his name and has hidden himself in the dye factory to dodge arrest, gradually developing affection for Pak. Fung-yiu and Lin also form a mutual bond after a pivotal incident.
The rivalry between the two workshops intensifies as Hak’s men attack the Four Seasons Weaver. Hak fires up the flames, setting the Four Seasons Weaver on fire to vent his anger and tighten his grip on the capital. Fung-yiu, a man who often seems dazed and overwhelmed, is drawn into the arena of conflict and is lured by Hak, where he ends up killing his friend’s father. This act drags Fung-yiu deeper into confusion and danger, while the truth about Tuan’s past identity as a killer resurfaces and officials close in on him.
Yuen Tin-yau, seeing through the smoke and fear, recognizes real potential in Fung-yiu and works with him to confront the shadowy “Dragon Place” that Hak has empowered. Yet the fight reaches a tragic turn when Tuan is ambushed by Hak, swallowing poison and facing a hail of arrows. Fung-yiu hurries to save Tuan, but it proves to be too late, leaving a heavy sense of loss as the tale reaches its somber close.
