Om Prakash Aggarwal, a Motor Vehicle Inspector in Bhopal, is a devoted fan of film star Vijay Kumar. The story follows Vijay as he gears up to travel to the United States with his wife Naina, a trip meant to be by his side during the surrogate birth of their child. This family decision tightens the filming schedule for his next movie, Falak Tak, which has already stretched the budget. The climactic shoot is still pending on an Indian Navy leased plot, and the production is desperate to wrap up.
A missing driving licence becomes the film’s ticking clock. A clerical slip during a move between RTO offices prevents Vijay from simply applying for a duplicate license, and the production cannot wait. A politician friend steps in, and Om agrees to help by issuing a license illicitly—without Vijay taking a driving test—in exchange for a direct meeting with Vijay at the RTO. Complicating things, Vijay’s professional rival Suraj Diwan schemes to curb his rise through occult means, attempting to suppress competition in the industry. Vimla Tiwari, a local corporator, feeds reporters a rumor that Vijay has been driving without a licence.
