Om Prakash Aggarwal, a Motor Vehicle Inspector based in Bhopal, is a devoted admirer of Vijay Kumar, an actor whose next project, Falak Tak, is already spiraling toward budget overruns. Vijay’s plan to leave for the United States with his wife Naina to be present for the arrival of their baby through a surrogate creates additional pressure on the production as the climactic shoot—scheduled on an Indian Navy leased land—hangs in the balance.

The trouble begins when Vijay discovers that his driving license is missing just as clearance for the crucial shot depends on presenting it. A mundane clerical mix‑up while moving between RTO buildings makes obtaining a duplicate license impractical, threatening to derail the entire schedule. A political ally steps in and asks Om to “fast‑track” the license, offering a quid pro quo: Om will secure it illicitly, but Vijay must come to the RTO in person as a visible proof of the process. Om agrees, but only if Vijay agrees to meet him directly, hoping to avert any later inquiries.
