Following a DEA and SWAT raid on a cartel operation that escalates into a fierce shootout, S.W.A.T. Agent Travis Hall takes a mysterious prisoner into custody. Soon after, the S.W.A.T. compound comes under siege by relentless assault teams determined to retrieve the prisoner, known only as “The Scorpion.” As Travis uncovers that “The Scorpion” is a Secret Ops double agent with valuable secrets, he and his team must protect him and prevent the billion-dollar information from falling into the wrong hands.

During a tense operation, the DEA teams up with Seattle SWAT, led by Ellen Dwyer Adrianne Palicki, to raid a waterfront drug cartel warehouse and seize a shipment of drugs. A brutal firefight erupts, and when the dust settles, several DEA agents and one SWAT member are dead. The team pulls a man from the container believed to hold the shipment and returns him to SWAT headquarters for questioning. Before long, terrorists strike the compound, insisting that the man is their partner. The mysterious man, who calls himself The Scorpion, is believed by the SWAT to be a fugitive. They try to move him, but soon realize an inside agent is aiding the terrorists. The team leader, Travis Hall Sam Jaeger, presses the stranger for what he has that they want; the man reveals that he is a spy.

Amid the siege, the building's lockdown codes are hacked and the terrorists flood in, killing two SWAT members. It becomes clear that Ward Ty Olsson is working with the terrorists. The Scorpion and Hall kill the two terrorist leaders and wait for backup. Ellen Dwyer shoots The Scorpion and flees with Hall in pursuit. She is captured and arrested, and Hall is asked to identify the scorpion's body. The scorpion uses a dead inmate as a body double, but Hall still identifies him, allowing the Scorpion to go free. The man returns home to celebrate fireworks with his family.
