Mike Locken and George Hansen are not just friends; they are seasoned operatives for Communications Integrity (ComTeg), a private intelligence agency engaged in covert operations for the CIA. However, their bond is shattered when Hansen betrays Locken, murdering their client and brutally wounding Locken’s knee and elbow, which leads to his forced retirement. After enduring months of grueling rehabilitation, Locken, now dependent on metal braces and a cane, moves in with his compassionate nurse, Amy, to continue his recovery. The pain transforms him into a force to be reckoned with as he trains rigorously in martial arts, mastering the use of his cane and thirsting for revenge against Hansen.

Meanwhile, Cap Collis, the director of ComTeg, is skeptical of Locken’s ability to return to active duty, believing he is only suited for a desk job. Despite this, O’Leary, a CIA agent, brings a new mission to ComTeg—protecting Yuen Chung, a Taiwanese politician facing assassination threats in the U.S. Among those gunning for Chung is none other than Hansen himself. Locken rallies his former team, including Mac and marksman Jerome Miller, unaware that Collis is secretly aligned with Hansen in a plot to usurp current ComTeg director Lawrence Weybourne. In a treacherous maneuver, Collis hires two hit squads, one led by Hansen and another by ninja Negato Toku, intending to eliminate Chung following a failed assassination attempt.

The stakes heighten as Hansen’s team attacks Chung’s safehouse, but Locken skillfully protects the Chungs and orchestrates their escape to a secluded pier where they will rendezvous with a yacht the next day. Locken instructs Chung and his daughter, Tommie, to position themselves in front of a lit window, stirring suspicion from Mac, who fears Locken is using them as bait to draw Hansen out. That night, Hansen infiltrates the safehouse and takes Tommie hostage, forcing Locken to disarm. Hansen, revealing his ties to Collis, insists that shooting Locken was not personal and even offers him a cut of the bounty for killing Chung. Rejecting the notion of partnership and seeking vengeance on his own terms, Locken walks away, but fate intervenes—Miller, instead, takes the opportunity to shoot Hansen, infuriating Locken who yearns for a chance to confront his nemesis.

Locken, realizing the extent of Collis’s betrayal, reaches out to Weybourne, who orders him to follow through with his plans while promising him that exposing Cap’s treachery could lead to a promotion. The next day, Locken leads the yacht to the Naval Reserve Fleet at Suisun Bay, commanding Chung and Tommie to remain aboard. In a dire showdown, Locken, Miller, Mac, and a few trusted operatives board an anchored ship, spotting ninjas overhead. Collis, desperate, attempts to bribe Locken, who retaliates by shooting him in the arm and kneecap, echoing Hansen’s earlier words during his betrayal.

As the ninjas attack, Miller bravely mows them down but is ultimately shot himself in the crossfire. Just as Tommie and Chung arrive, Toku challenges Chung to a confrontation. Locken, itching to intervene, is halted as Chung bravely accepts the duel. In a short but intense battle, Chung triumphs, slaying Toku just as Weybourne shows up with reinforcements causing the remaining ninjas to flee. Mac confronts Weybourne, accusing him of utilizing Locken and his team for his underhanded schemes, yet Weybourne counters that Locken has nothing but his work to hold onto. Ultimately, Locken turns down Weybourne’s offer but keeps Collis’s yacht and the offered bribe, sailing away with Mac, ready for whatever comes next.
