Guru is a man living in a Bangalore slum who bears a striking likeness to the terrorist behind a major attack. The police repeatedly arrest him for the terrorist's crimes, only to reveal that he is the same person. He becomes entangled in a larger conspiracy with the CBI chief and uses the ruse to push for truth and retribution. Ultimately, he confronts betrayals and seeks to choose a path of unity over faction and vengeance.

Rajeshwari is the Defence Minister's daughter and Guru's love interest. She is kidnapped as part of the plan to secure the release of a jailed militant. She becomes a focal point of the plot and her fate reveals the human cost of the political game.

Srinath is the CBI chief who orchestrates the staged attack and the deception with Guru. He manipulates events to serve his own political aims and shows loyalty to a larger agenda that blinds him to the consequences. He is ultimately confronted and killed by the counter-moves that expose the plot.

Pinky is a neighbor who helps Guru after he is wounded, guiding him to safety and assisting in his escape. She becomes a quiet ally who believes in doing the right thing despite the danger and stigma around the case.

Imtiaz is the imprisoned militant whose release Guru uses as leverage to progress the plot. His fate ties into the broader scheme and the manipulation of hostages for political ends.
