In the bustling city of Cincinnati, a meticulously orchestrated armed robbery unfolds at Hubert National Bank, leading a crew of thieves to make off with a staggering $3 million in cash. The heist takes a grim turn when the group’s leader brutally shoots the bank manager, Roy Hutchinson, point-blank. This shocking crime draws the attention of FBI Special Agent Jonathon Montgomery (Christopher Meloni), who spearheads a joint robbery-homicide investigation in collaboration with the Cincinnati Police Department.
As the investigation deepens, forensic technicians stumble upon a match: a fingerprint linked to a deceased Army Ranger named TJ Jackson (Texas Battle). Digging into TJ’s past, the agents uncover a harrowing tale from 2011, when TJ’s unit allegedly went rogue and captured Alexander Hubert during a botched ransom scheme that ultimately turned deadly against a Special Forces team. Astonishingly, TJ’s body was never found. The fallout leaves TJ’s brother, Jeffrey Hubert (Bruce Willis), as the last living heir, who assumes the role of president at Hubert International.
In the midst of the investigation, local police led by Detective Mems (character’s actor name if provided) apprehend James Jackson (Chris Hill), TJ’s sibling, who is also involved in a drug trafficking operation. However, Mems and his team engage in unethical practices, seizing a large sum of money recovered during the bust and pocketing it for themselves. The plot thickens as the FBI tracks the serial numbers of the stolen cash and discovers it has been funneled into a City Mission charity, orchestrated by the very thieves they are hunting.
The tension escalates during a daring second heist at another Hubert bank, where the thieves not only make away with cash but also empty personal safety deposit boxes belonging to Hubert and Ohio Senator Cook. The security detail’s member, David Dagley (Richie Chance), is lured into an ambush and brutally stabbed by a masked attacker, who leaves behind a .45 caliber bullet stamped with TJ’s fingerprint. Interestingly, Dagley was connected to the Rangers’ original operation involving Alexander Hubert but never took part in the ransom plot.
As investigator Montgomery uncovers video footage suggesting a clandestine gay affair between Hubert and Senator Cook, the thieving crew manages to hack into Montgomery’s laptop, leading to a confrontation as they aim to convince him to expose Hubert’s corruption. Amidst soaring stakes, a deli security guard provides critical information to Mems and Special Agent Wells (Adrian Grenier), directing them towards the getaway vehicle linked to James.
During the third robbery at the Main Branch, the robbers catch the FBI off-guard, leading to intense firefights and chaotic close-quarter combat. Driven by desperation, he wishes to fund treatment for his gravely ill wife but soon has a change of heart. In a moment of clarity before the heist, he renounces their scheme, but it’s too late; his colleagues meet a grim fate at the hands of the Anti-Corruption Squad, realizing too late that they were merely pawns in a larger game.
With mounting pressure, Montgomery eventually deduces that Wells may be behind the heists. Tension climaxes when Hubert attempts to flee to Mexico, leading Montgomery to track him down. It is here that Montgomery discovers Wells — the keen orchestrator of the earlier robberies — preparing to settle scores. Desperation drives Montgomery to intervene, suggesting that Wells redeem himself by using the stolen funds to aid others.
