The film opens with India’s CBCID department assigning a fearless officer, Ashok, to track down a notorious terrorist known as Sultan, who moves under a cloak of disguise to hide his real identity. An intelligence brief warns of an imminent attack on a minister, so Ashok lays a careful trap. When Sultan arrives in disguise and carries out the assassination of the minister, Ashok closes in and, in a tense confrontation, snatches off Sultan’s mask, exposing his true face to the world.
The very next day, that same man resurfaces as Prudhvi Raj, a forest officer who falls in love with and marries a woman named Renuka. Meanwhile, Ashok’s pursuit of Sultan continues, and he eventually spots Prudhvi with Renuka. In a swift, fateful move, Ashok arrests Prudhvi and places him in secret custody. Renuka, unaware of the full situation, becomes a catalyst for a massive public agitation that rattles the nation. In response, the government hands the case to a resolute CBI officer named Mustafa.
On Mustafa’s first day, he narrowly escapes a bomb that Sultan planted. Soon afterward, Mustafa confronts Ashok, insisting that Prudhvi and Sultan are two distinct people—a claim Ashok initially resists. Yet the truth gradually surfaces: Prudhvi and Sultan are twin brothers who were separated in early childhood. Recognizing the greater good, Ashok and Mustafa join forces with Prudhvi to bring Sultan down, with Prudhvi agreeing to cooperate for the sake of the country.
As the investigation unfolds, Prudhvi begins tracing Sultan’s circle and discovers Vandana, Sultan’s girlfriend. He follows her back to Sultan’s house, where Sultan coexists with his mother and wife, Revathi. Sultan grows wary and counters, a clash that proves deadly when Mustafa sacrifices himself to protect Prudhvi. In parallel, Sultan abducts Renuka and takes her to his island hideout, a hidden stronghold that tests everyone’s resolve.
Ashok and Prudhvi zero in on the island, and a plan takes shape. In a pivotal moment, Ashok reveals a hard truth to Sultan: his own men have betrayed him, and his militant campaign is tearing the country apart. Faced with this revelation, Sultan undergoes a profound transformation. With the support of Ashok and Prudhvi, he resolves to dismantle his militant operations, even at the cost of his own life. The film closes on a solemn note of sacrifice and national duty, as Sultan lays down his life for the greater good.
