Chris Cody Steven Seagal is a top-ranked mercenary who led an undercover mission intended to prevent a major terrorist strike on U.S. soil, a threat the UN refused to acknowledge. In the aftermath, Cody’s actions violate several laws, and he ends up in a military prison, labeled a liability by those who believe the mission went too far.

At the U.S. Embassy in Montevideo, a tense briefing reveals a horrifying reality: the terrorists’ base is real, and the situation quickly spirals when the agents present suddenly turn hostile, killing the ambassador and then themselves. Back in Washington, Dr. ** Susan Chappell** Christine Adams concludes that a mind-control device must be involved, suggesting an unseen, chilling level to the threat.

A Delta Force unit is dispatched to Uruguay to investigate, but they are swiftly ambushed, overpowered, and captured. They’re taken to the terrorist base where they are brainwashed by Adrian Lehder Nick Brimble, a scientist who leads a covert CIA mind-control program. Under his manipulation, the captured soldiers are rewired into almost unstoppable killers, programmed to obey their commands without hesitation.

With the clock ticking, the Navy calls Cody and his capable crew to retrieve Chappell and a key operative, special agent Fletcher William Hope, and to dismantle Lehder’s facility. Cody is promised release and a hefty payout—$100,000 for each man—in exchange for their mission. Suspicion gnaws at him, and when he discovers Fletcher’s duplicity, Cody acts. Fletcher is revealed to be aligned with Lehder, tipping off the scientist and leaving Lehder’s base with scarce concern for the lives at stake, even sacrificing a portion of the prisoners as Trojan horses.

The mission splits into two strands: one team seizes a submarine to slip out under the radar, while the others push toward the surface installations to free prisoners and strike Lehder’s operation at its core. They push past heavy defenses, including a menacing tank, destroy critical structures, and make a daring escape to the submarine. Yet the escape is not clean; the submarine becomes a trap as mind-controlled soldiers flood the vessel. A brutal fight ensues as Cody’s team fights off the brainwashed foes and finally breaks out of the sub’s grip.

With the base destroyed and the immediate threat to the mission eliminated, Cody and his crew realize the danger is far from over. The remaining mind-controlled soldiers are still at large, and Lehder’s operation could resurface at any moment. The team must stay focused and race against time to prevent Lehder from reclaiming control over more operatives, hoping to avert a wider catastrophe and clear the names of those who were wrongly accused in the wake of the earlier operation.
