John Henry Irons, portrayed by Shaquille O’Neal, is a skilled weapons designer responsible for developing advanced laser firearms and protective gear for the U.S. military. Trouble arises when one soldier, Judd Nelson as Nathaniel Burke, decides to test Irons’ inventions at full power. In a tragic turn of events, a laser gun misfires, causing catastrophic damage to an abandoned structure and leaving Irons’ close associate, Susan “Sparky” Sparks, played by Annabeth Gish, tragically injured under a heavy concrete slab.
During the subsequent court proceedings, Irons bravely reveals Burke’s culpability, leading to Burke’s dismissal from his military role. Shaken by the incident and its implications, Irons resigns. However, Burke is not done; he devises a nefarious scheme to sell Irons’ weaponry to local gangs, enlisting the help of a video arcade manager to facilitate his plans.
As Irons navigates this turmoil, he witnesses a brazen bank heist carried out by criminals armed with Burke’s modified technology. Though he attempts to engage them, his efforts yield no valuable information as the crooks remain silent during confrontations at their hideout. Determined to protect those who are vulnerable, he visits his partner Sparks at a veterans’ hospital, where he shares his vision of creating weapons to fight back against the criminal underworld. With the assistance of Uncle Joe, portrayed by Richard Roundtree, they construct a suit of armor and an arsenal of weaponry, paving the way for Irons to adopt the persona of the vigilante “Steel.”
Despite his valiant efforts, Irons finds himself at odds with law enforcement as he begins his mission against crime. His attempts to thwart a robbery at a bank turn chaotic when he is overpowered by the gang’s superior firepower. Later, after returning to the safety of his grandmother’s home, played by Irma P. Hall, he faces arrest.
Meanwhile, Burke is busy arranging an online auction to sell his illicit modified weapons to the highest bidder from around the globe. Upon his release from jail, Irons learns that Sparky has been abducted by Burke’s men. Embracing his Steel identity, he ventures into Burke’s stronghold but is ultimately captured. As Burke continues his auction, Steel ingeniously tricks him, allowing him and Sparky an opportunity to escape and dismantle Burke’s operation. In a dramatic climax, Burke meets his end when a shot intended for Steel ricochets back, resulting in his own demise, showcasing the consequences of his treachery.
