An urgent news report announces a revolution has toppled the Iranian government, and it coincides with the disappearance of American UN chemical weapons inspector Dr. John Van Tasset, Barry Livingston, in Iraq. The United States is determined to stage a rescue, fearing his expertise could be used to arm the new regime. A Navy SEAL team is assembled for the mission, but one slot is filled by the rookie replacement, Bob Rodgers, Billy Warlock. The operation is organized from an aircraft carrier group in the Persian Gulf, where they meet Rear Admiral Jim Perry Billy Dee Williams, who commands the fleet and will coordinate the rescue from a submarine.
Upon arrival at the submarine, Cmdr. Bill McKay Gary Busey is introduced, and the SEALs are quickly sent off to locate and extract the scientist. They move stealthily through the Iranian compound, taking out guards as they go, and manage to rescue Dr. Van Tasset from interrogation. The mission takes a dangerous turn when they are discovered by a group of soldiers, triggering a fierce firefight that leaves one SEAL dead and the rest captured. The captives are then transferred to a new secret Iranian submarine for holding.
On board the Iranian submarine, the leader of the SEAL team is confronted by Captain Reza Lashgar, Shaun Toub, who shoots him despite protests from other crew members. The U.S. submarine detects the gunshots, and McKay begins to track the Iranian vessel as the SEALs realize they must escape to survive and plan an ambush of their guards. After a clever ambush, the SEALs split into two groups: one heads for the escape hatch, the other uses electronic communication to coordinate with the U.S. submarine, with the operation gaining precious time. Rodgers’ group relies on a bit of luck—their fallen comrade’s lucky coin—to aid their escape, while McKay keeps the pursuit alive, dodging torpedoes as best as he can.
McKay then leads the Iranian submarine toward a narrow canyon, steering it into danger so that a collision with the canyon wall and the ensuing debris collapse slows the threat. Enraged, the submarine’s captain makes one last bid for combat, but McKay counters with a decisive torpedo strike, destroying the Iranian submarine and ensuring the SEALs’ safety.
