Vijay Kumar is set to travel to the United States with his wife Naina to be present for the surrogate delivery, stalling the shooting of Falak Tak. The production is already in budget trouble, and the climax still must be shot on an Indian Navy leased land. Meanwhile, Om Prakash Aggarwal, a MVI in Bhopal and a die-hard fan, becomes entangled in the looming license crisis that could derail the wrap.

During a shift between RTO buildings, Vijay's driving licence goes missing. A duplicate would take time, threatening the timely wrap of the film. Om, a powerful figure and Vijay's admirer, agrees to issue a licence illicitly without the test and asks Vijay to come to the RTO to collect it in person as proof.

Suraj Diwan, Vijay's professional rival, schemes to suppress competition using occult means. Knowing that visiting the RTO could expose his plans, Vijay agrees to an unadvertised visit to minimize visibility. He hopes the secrecy will keep the news from spreading.

Vimla Tiwari, a local corporator, leaks misinformation that Vijay has been driving without a licence. News channels swarm the RTO premises and Om publicly frames Vijay as someone who wanted a license without going through the proper procedures. Vijay, furious, scolds Om in front of his son and superiors and leaves the scene.

Vijay's reputation takes a hit as media attention intensifies. Suraj's fandom orchestrates a hit-and-run attack on Om. A masked gang later fires stones at Om's house, injuring Om's son and fueling Om's suspicions of Vijay's men.

At the producer's insistence, Vijay cancels his US trip. In a tense phone call, he threatens Om, reinforcing his determination. Om's resolve hardens as he believes Vijay is using his influence to sideline him.

Police inquiry proceeds, and Om and Minty accuse Vijay, but the case remains inconclusive. Vijay is not charged due to the lack of solid evidence. The stand-off between the two men deepens.

Om and Minty stage protests in front of Vijay's residence, drawing media attention. Vijay fronts the crowd, calling Om a stalker and insisting he will prove himself by taking the test under Om's supervision. He secures an open-format test that will be broadcast to the media.

The planned open test is replaced by a direct question-and-answer session with Om. Vijay tackles the unusual questions and ultimately passes the learner's permit test. The public spectacle heightens as the test becomes a media event.

Naina requires urgent surgery, and a flight is charted to reach her destination after the test. Meanwhile, Vijay focuses on the practical assessment, hoping to demonstrate his competence under Om's watch. The personal stakes mount as time presses.

On the practical 'H test' day, Vijay completes the test smoothly, but Om counteracts with petty objections. His superior overrules Om and still passes him. The road test is postponed, increasing the suspense as Naina's surgery looms.

Two days later, Om postpones the road test by two days, timing it with Naina's planned surgery. Vijay publicly declares that he will forfeit driving forever if the disruption continues, even hinting at retirement from acting and driving. The crowd grows restless as tensions peak.

Enraged fans attack Om, but Vijay arrives to save him and they escape. Slowly, misunderstandings between Vijay and Om begin to clear as truths emerge. Om reveals that Vijay's licence was in a gift box discarded earlier at the RTO.

Two days later, before heading to the airport, Vijay speaks to the press about their reconciliation and confirms that he has received his driving licence. He then drives off to the airport to begin the US trip with a clear conscience.
