A young and somewhat reclusive Shaggy Rogers comes across a talkative stray dog. He names the dog Scooby-Dooby-Doo, forming a strong bond that will lead to many adventures together.

On Halloween night, Shaggy and Scooby cross paths with aspiring detectives Fred, Daphne, and Velma. This unexpected meeting leads them to a spooky adventure in a haunted house.

Inside the haunted house, the squad encounters a ghost that initially frightens them. After a clever investigation, they capture and unmask it, revealing local thief Mr. Rigby in disguise.

Inspired by their eerie adventure, Shaggy, Scooby, and the new detectives form their own detective organization called Mystery Inc. This marks the beginning of their crime-solving journey.

Ten years later, the Mystery Inc. team wants to partner with celebrity businessman Simon Cowell for investment. However, the partnership faces hurdles due to their perceived lack of teamwork, especially from Shaggy and Scooby.

Feeling marginalized, Scooby and Shaggy decide to leave Mystery Inc., creating a rift in the group. This departure leaves the rest of the team feeling disheartened as they struggle with the consequences.

Later that same evening, Shaggy and Scooby encounter hostile robots called the Rottens at a haunted bowling alley. They are rescued from this dire situation by the heroic Blue Falcon and his sidekick Dynomutt.

The duo soon learns that the Rottens are working for the villainous Dick Dastardly, who is on a dark mission to capture Scooby for his own nefarious ends. Dastardly seeks three supernatural skulls tied to the monstrous Cerberus.

Fred, Daphne, and Velma discover that Scooby and Shaggy are with Blue Falcon while investigating Dastardly's plot. They are soon trapped aboard Dastardly's airship, but an escape plan hatches when they get help from one of the Rottens.

The gang figures out they’re being taken to Messick Mountain, where the final skull lies hidden. They race against time to reach it before Dastardly can execute his sinister plan.

In an underground Mesozoic island beneath Messick Mountain, Scooby and his friends confront Captain Caveman to retrieve the last skull. Chaos ensues as Fred is unmasked as Dastardly in disguise, creating tension within the group.

Ultimately, Scooby is captured and taken to Athens with the skull. The team faces internal conflict as Fred and Blue Falcon argue, while Shaggy steps up, accepting responsibility for the mishap.

Dastardly uses the skulls to open the gates to the Underworld in Athens. Amidst the chaos, Scooby saves his newfound friends as Cerberus begins to wreak havoc.

In a surprising turn, the Rottens betray Dastardly and it is revealed that he is Simon Cowell in disguise. With his plan thwarted, Cowell is captured, exposing his manipulation of both Mystery Inc. and Dastardly.

Back in Venice Beach, Scooby and his friends celebrate the unveiling of their upgraded Mystery Inc. headquarters. They receive new enhancements for their Mystery Machine and set off to tackle their next adventure together.
