L.A.P.D. Detective James Carter arrives in Hong Kong, looking forward to a break and a visit with his good friend, Chief Inspector Lee. His initial plans for leisure are quickly disrupted as circumstances unfold unexpectedly.

Shortly after Carter's arrival, a devastating bomb explodes at the American Consulate. The explosion serves as a pivotal moment that shifts the narrative and sets off the chain of events for the investigation.

Inspector Lee is assigned to investigate the bombing, uncovering personal connections to the crime. The case is deeply personal for him as it connects to his late father's former partner, Ricky Tan, a dangerous Triad leader.

Lee learns that Ricky Tan, who is suspected of orchestrating the bombing, was once his father's partner. This revelation intensifies Lee's commitment to solving the case and bringing Tan to justice.

Lee discovers that Tan will be attending a gathering on his lavish yacht. During this event, chaos ensues when Tan is shot by his associate Hu Li, escalating tensions between the U.S. Secret Service and the Hong Kong Police.

After the chaotic yacht party, Carter receives orders to return to Los Angeles. However, he and Lee decide to defy orders and stay together to continue their investigation into the bombing case.

While flying back to Los Angeles, Carter shares his theory about a wealthy manipulator behind major crimes. He suspects Steven Reign, a hotel billionaire, is involved in the criminal happenings they've uncovered.

Carter and Lee stake out the Reign Towers, where they meet Secret Service agent Isabella Molina. She reveals her undercover mission to dismantle Reign's money laundering operation, drawing the duo deeper into the conspiracy.

Carter and Lee visit Kenny, an ex-convict who runs an underground gambling den. Kenny informs them about suspicious cash transactions, leading them to investigate further into Reign's counterfeit money operations.

While investigating a bank affiliated with the Triads, Carter and Lee are caught by Triad goons. They are knocked out, pulling them deeper into the criminal underworld and complicating their mission.

Carter and Lee regain consciousness in Las Vegas, having narrowly escaped from their captors. They soon discover Reign's plan for laundering money through a casino known as the Red Dragon.

At the Red Dragon Casino, Carter and Lee split up to execute their plan. Lee makes his way to retrieve the engraving plates used for counterfeiting, while Carter creates a diversion to help him.

Lee is captured by Hu Li, who threatens him with a bomb attached to his mouth. The situation intensifies when it becomes clear that Tan has been alive all along and is orchestrating the operation.

In a climactic confrontation, Lee confronts Tan, who admits to murdering his father. The tension culminates as Lee kicks Tan out of a window, ensuring his demise.

As Hu Li detonates a time bomb, Lee and Carter make a daring escape from the exploding penthouse. At the airport, they share a moment of reflection, leading to plans for the next adventure, a Knicks game in New York.
