In 2011, Leon S. Kennedy, a DSO operative, infiltrates the Eastern Slav Republic—a former Soviet state torn apart by civil war and whispers of Bio-Organic Weapons, or BOWs. He ignores the government’s orders to fall back, convinced that the truth behind the conflict must be uncovered from within. Soon, he encounters a contact who has already been attacked and killed by a fearsome BOW known as a Licker. A second Licker appears, but this one seems to spare him, as if it’s moving under the control of a mysterious, unseen puppeteer.

Leon is knocked unconscious and wakes to find himself bound to a chair in a rebel camp, surrounded by rough-hewn fighters. He’s confronted by a trio who name the leadership and danger of the insurgent faction: JD, the group’s tough young fighter; Alexander “Sasha” Kozachenko, better known as Buddy, a former teacher whose hatred for the government runs deep; and the elderly Ataman, Ivan Judanovich. The room hums with tension as past loyalties clash with a present in which the plague of Las Plagas has begun to reshape loyalties and destinies.

Across town, the political chessboard tightens. President Svetlana Belikova meets Ada Wong, who is undercover as an agent of the BSAA. Ada explains a terrifying science—humans infected with the “dominant” Las Plagas parasite form a fragile, master-slave bond with lesser BOWs infected by the Progenitor-virus.
