Ten years prior, a young boy named Nick was in a hotel with his father, Joel Gretsch. His father imparted a cryptic yet important lesson, stating that one day a girl would give him a flower and that helping her would ultimately help everyone. Just then, a forceful telekinetic shove sent Nick crashing through a wall, coinciding with the intrusion of agents led by a maid, which culminated in Nick’s father’s tragic death at the hands of the head agent, Henry Carver (Djimon Hounsou).
The story unfolds through the narration of Cassie (Dakota Fanning), who recalls the past events ignited by Hitler’s experiments in 1945 aimed at creating psychic soldiers—a pursuit that continued post-WWII. Individuals are categorized by their psychic abilities: Watchers receive glimpses of the future, Movers can manipulate physical objects, Pushers instill false beliefs in others, Bleeders unleash deadly sound waves, Stitches can mend bodily injuries, Sniffs extract historical information from objects, Wipers erase memories, and Shifters alter perceptions of objects. In the present day, a young woman named Kira (Camilla Belle) is seen in a government facility struggling against an unknown substance being injected into her while Carver looks on. Upon dropping a glass marble, Kira experiences a harrowing near-death experience but defies the odds by escaping, using the marble to thwart the closing doors behind her. Carver, along with his Mover associate, Victor, realizes that Kira is the first subject to survive and flee with valuable information.
Now a grown man, Nick is immersed in a world of debt after gambling and losing $6,000 on dice. Two agents from Division, Mack and Holden, confront him, revealing that numerous individuals with psychic abilities have fled to Hong Kong to evade capture. Their investigation prompts them to sniff out Kira’s whereabouts but yields no results, cautioning Nick to tread carefully.
Enter Cassie, who unexpectedly visits Nick’s apartment, unveiling a plan to seize $6 million, only to find out that her mother had been captured by Division.
