Lee Man [Aaron Kwok] is a counterfeit artist extradited from Thailand to Hong Kong, thrust into a deadly game of crime and secrets. The Hong Kong Police Force, led by Inspector Ho, are tracing a string of murders and robberies tied to Lee’s counterfeit notes, all connected to a shadowy mastermind known as Painter [Chow Yun-Fat]. As interrogations heat up, renowned artist Yuen Man tries to bail him out, and an uneasy bargain is struck: Lee will be released into witness protection in exchange for naming Painter and revealing his criminal history. With this pact, Lee begins to recount a past he would rather forget, a past that pulls him deeper into a web of art, deceit, and vengeance.
In the 1990s, Lee and Yuen Man are lovers living in Vancouver, struggling to sell their artwork. Yuen Man’s talent finally gains recognition, but Lee’s own work is criticized for merely imitating the great masters. Facing dwindling prospects, Lee reluctantly becomes a forger to make a living, a choice that drags him toward the darker side of art and crime. It is through Painter’s invitation that Lee enters a dangerous new orbit, leaving Canada with a fragile hope of returning to win back Yuen Man.
Lee’s forgeries evolve into a high-stakes operation, culminating in a daring breakthrough: the team cracks the security features of the new 1996 US 100-dollar bill. Yet the triumph is weighed down by Painter’s growing violence, a thread that tightens after an armored car robbery for paint ends in the brutal killings of the guards during an ambush. The spiral of fear and loyalty tightens around Lee as he wrestles with his conscience while Painter’s appetite for violence grows insatiable.
With counterfeit stock fueling their plans, Painter’s crew travels to Thailand to renegotiate with a warlord known as the General. Painter’s stated motive is revenge—he blames the General for his father’s death. A brutal assault follows, the compound destroyed, and Lee rescues Sau-ching, the General’s accountant, who later joins Painter’s ranks after surviving her injuries. Sau-ching is given a passport in the name of Yuen Man, while Lee discovers that Yuen Man has become a celebrated artist and is engaged to her agent. The tension between love, loyalty, and art explodes in a high-stakes sequence when Painter senses Lee’s weakness and demands a grim test: kill Yuen Man’s fiancé to prove his devotion. When Lee refuses, a cascade of deaths follows, Lee and Sau-ching escape, and the memory of Painter’s power gnaws at him. A desperate pursuit ends with Lee’s arrest by Thai authorities for counterfeiting, and a fleeting sighting of Painter in a crowded street confirms the mastermind’s looming threat.
Back in the present, Lee and Yuen Man are escorted to a hotel for a tense exchange of truths. A detective discovers a policeman matching Lee’s drawn depiction of Painter, leading to a startling revelation: the so-called Painter is not a separate mastermind but Lee himself. The real Yuen Man is in China, while the Hong Kong Yuen Man is Sau-ching, who had cosmetic surgery to resemble her. Sau-ching’s feelings for Lee complicate the truth: Lee had used her as a stand-in for the woman he believed he loved. Sau-ching’s betrayal deepens as she reveals how she killed Yuen Man’s fiancé and reported him to Thai authorities. While imprisoned, Lee writes to Sau-ching, asking for forgiveness and help to escape; together they kill guards and flee Hong Kong by boat.
The next day, Sau-ching confesses a chilling truth: she has been sailing in circles, keeping Lee in a trap of their own design, and they remain in Hong Kong’s waters as the police close in. As the couple faces capture, she reveals fatigue with living as a substitute for Yuen Man and detonates explosives on the boat, bringing a dramatic end to their ruse. Inspector Ho later visits Yuen Man in China to share the news of Painter’s death, but Yuen Man remains emotionally distant. Asked if she recognizes Lee’s photograph, she explains that Lee was merely a neighbor, and that his fixation on her was a fantasy borne from unrequited love—an illusion that finally dissolves in the wake of betrayal and vengeance.
