When E-9, the mother dog, breaks free from control after her implant is destroyed, she turns into a savage force of revenge, attacking the military helicopter and causing its crash, which results in the bridge collapsing. Throughout these events, it is revealed that Chung, the security secretary and a political figure, had secretly approved the project, which Cha exposes publicly, condemning Chung’s participation and negligence. This act of honesty pushes Chung into a political crisis, as the disastrous consequences have cost dozens of lives.

Ultimately, E-9’s bravery in jumping into the water to rescue her surviving puppy suggests a glimmer of hope. Despite being controlled before, there’s a possibility that her offspring might be freed from the devices controlling them. The film implies that if the government destroys all the tracking technology or the dogs themselves, a peaceful future might be possible. Cha’s personal life also finds resolution—after many sacrifices, he decides to keep his daughter close, encouraging her to pursue her dreams, and he makes a point of returning Chung’s money, refusing to profit from corruption.
