The film opens with Inspector Khai Shaheizy Sam and Inspector Sani Zizan Razak being interrogated inside a gang hideout. Sani is pressured by the gang leader to shoot Khai, but Khai, wearing a protective vest, shoots the person dragging his “body” away, triggering a chaotic brawl. After disabling the leader, Khai and Sani drag his body outside, only to be mistaken for ordinary police officers by bystanders, which sparks a renewed shootout as the trio escapes through a window. In the murky aftermath, Khai notices Reza Sharnaaz Ahmad in a hoodie watching from the shadows.

On Penang Island, Reza holds a cop hostage and forces a grim ultimatum: trigger a bomb hidden in a nearby restaurant or detonate another device inside a second restaurant where the hostage’s wife and daughter are located. Back at the UKAP headquarters, Khai and Sani, along with the rest of the team, assemble to chase down leads that point toward Gaya Iman Corinne Adrienne, a terrorist leader who may have smuggled Semtex into the country. The team works to secure burner phones used to call Reza, while also tracking Reza’s elusive location. The investigation sharpens as the phones are retrieved, only to trigger another dangerous firefight when the logs reveal themselves.
During a night-market stroll with Anis and Sani, Khai spots Reza again and makes a bold but imperfect attempt to capture him, choosing not to kill him outright after the confrontation. This moment deepens the personal history between Khai and Reza and foreshadows how their past will collide with the present danger.
Khai finally shares a painful truth with Sani: Reza was his former partner in the police force. He explains that Farah [Ezzaty Abdullah], Reza’s wife, was killed during an operation to take down Ops Sabrum because Khai failed to detonate a bomb inside the building they were operating in. The revelation fuels Reza’s growing hatred and drives the plot toward a dangerous reckoning.
Khai then seizes the stolen phones’ logs that Inspector Dell [Douglas Lim] had compiled and arranges a rendezvous in a stadium. Reza is captured by the UKAP and flown to Kamuting Prison, but the chase refuses to end there, as new threats surface on the horizon.
A separate operation targets another bomb threat in a condominium, but no bomb is found—only images of Reza’s planned targets, which keeps the team focused on the bigger picture and the looming clash with the insurgent.
As Reza’s escape roars to life, he stages a dramatic kidnapping of Anis and orders Khai to a confrontation at Bukit Bintang. There, Anis is found with a walkie-talkie through which Reza speaks, forcing Khai to decide between two deadly devices: a timed bomb sewn into Anis’s shirt or a bomb hidden inside the Bukit Bintang MRT station. Khai uses Morse code to contact the UKAP team and requests that they locate and neutralize the other bomb in the final moments of the timer. Inspector Dani [Syafiq Kyle] locates the other device, but Dell instructs that it be cut in the last 10 seconds. Anis, unaware of the danger, tries to detonate, but Sani intervenes and stops her from triggering disaster. Khai then tells Anis to prepare to cut the bomb at the last moment.
The plan succeeds: both bombs are neutralized in the final seconds. A furious Reza reveals himself and opens fire during the standoff in Bukit Bintang. Inspector Julie [Farali Khan], standing nearby, fails to neutralize him, but Khai and Sani push through and kill Reza after a brutal, close-quarters confrontation.
In the final scenes, Khai stands beside Reza’s grave as Sani and Khadijah [Wanna Ali] prepare for their wedding, and Khai finally proposes to Anis, who accepts, signaling a fragile but hopeful closure after a harrowing chase through violence and loyalty.
