In the tranquil town of New Granada, Colorado, life centers around *The Rec*, a supervised space for teenagers. This spot becomes a hub for teenagers like Carl and Richie, where they enjoy their freedom and bond as close friends.

Carl and Richie’s carefree days are abruptly interrupted when Sergeant Doberman questions them about a recent freeway shooting. Despite being interrogated at the police station, they are eventually released back to their parents, leaving a lingering tension.

The following day, Carl meets Cory, a new girl who is hesitant about dating. Despite her initial refusal, Carl is undeterred and continues to pursue a friendship with her, showcasing his charm and determination.

That evening, Carl and Richie attend a local house party, excited to unwind and socialize. Unfortunately, their fun is cut short when the police arrive to scatter the partygoers, sending Carl home alone.

On his way home, Carl unexpectedly crosses paths with Mark, the real sniper behind the shooting incident. Mark violently attacks Carl, marking a significant turning point in Carl's seemingly uncomplicated life.

Carl's father is desperately trying to attract investments for New Granada but faces hurdles from his aspirations and Carl's rebellious nature. In a moment of frustration, he resorts to booby-trapping their car as a misguided means of controlling situations.

In a quest for fun, Carl, Richie, Cory, and others go for a picnic, engaging in target practice with a stolen pistol. What begins as innocent play turns serious when their actions lead to unexpected consequences among their group.

After Claude’s arrest for hash possession linked to local dealer Tip, the group confronts him, demanding answers. Fueled by anger, they retaliate by dumping Tip into a nearby pond, igniting a chain of retaliatory events.

In a moment of panic, Richie steals his mother's car attempting to flee the mounting pressures. The situation escalates when he accidentally draws a gun on Doberman, leading to a tragic encounter.

In self-defense, Doberman is forced to shoot Richie as tensions reach a breaking point. This incident shatters the fragile dynamic among the teenagers, leaving Carl in deep shock and grief.

After the traumatic incident, Carl overhears his mother discussing a community meeting that night. Seizing the chance, he rallies his friends to confront their parents, wanting to voice their frustrations.

When police arrive at the community meeting, panic ensues among the teenagers. They barricade the school doors, trigger fireworks, and even break into police vehicles, escalating the situation to chaos.

As the situation spirals out of control, the chaos leads to several vehicles being set ablaze. The reserve officers' arrival only fuels the tumult as the children make a hasty retreat, leaving destruction behind.

Carl narrowly escapes a confrontation with Doberman, who is then suddenly attacked by Mark, leading to a dramatic explosion. This pivotal moment underscores the risks and consequences of their reckless actions.

In the aftermath, Carl and his friends find themselves loaded onto a school bus headed for juvenile detention. From an overpass, Cory and Claude wave goodbye to their friend Carl as the bus drives away, marking a grave ending to their youthful rebellion.
