On a cold Minnesota morning, the body of a young woman is found on a lumber truck, and Detective Walter Marshall, Henry Cavill, suspects she may have leapt to escape a captor. A breakthrough comes when former judge Michael Cooper's vigilante sting to capture a child predator ends in Lara, Eliana Jones, being kidnapped. Marshall tracks the case to a mansion owned by Simon Stulls, Brendan Fletcher, where he finds Lara and other captive young women, and the investigation begins to peel back the troubling truth behind the man’s public persona.

As investigators probe Simon's history, they learn he was born from rape and his mother attempted suicide before giving birth. While Simon is in custody, the police come under attack: Technician Matthew Quinn, Nathan Fillion, is killed in a car bombing, and Glasgow, Mpho Koaho, is forced to free Simon when his infant daughter is threatened. The police recapture Simon after he kills his own father, just as Cooper discovers Lara is missing. Believing Simon is responsible, Cooper ambushes his own police transport, only to be confronted by a second man who looks exactly like Simon.
