Meter (2023) – Full Plot Summary & Ending Explained

Read the complete plot breakdown of Meter (2023), including all key story events, major twists, and the ending explained in detail. Discover what really happened—and what it all means.

Two timelines anchor this Telugu crime-thriller, weaving a story of legacy, power, and the tangled push-pull between fear and reform. In 2006, Venkat Ratnam, the father of Arjun Kalyan and a police officer by trade, notices a candidate being pushed onto the selected candidates’ list under the backing of MLA Kantham Byreddy. He refuses to endorse the choice, facing mounting pressure, and is transferred to Warangal. There, a confrontation unfolds when Byreddy’s convoy blocks a pregnant woman waiting in an autorickshaw; Venkat Ratnam intervenes, and Byreddy slaps him for his audacity. The moment is witnessed by Arjun Kalyan, who is still growing up under the shadow of his father’s law-and-order world. That incident plants a seed of resentment about the police job in Arjun, even as his father dreams of guiding him toward a sincere, fearless form of duty—one free from fear, but heavy with responsibility.

Fast forward to 2023, and the story shifts to a reluctant reformist in Arjun Kalyan. Recruited to Telangana Police Selections after his father’s insistence, he reluctantly participates even though the idea of becoming a police officer sits uncomfortably with him. His stance begins to soften the moment he and his father stumble upon a kidnapping in progress and he rescues the heroine, a moment that rekindles his sense of duty. Despite his initial reluctance, he passes the selection tests and learns that he has earned a position as an SI at Punjagutta Police Station. In a city perched on the edge of danger, he enters the precinct with a mix of skepticism and resolve.

On his first day in uniform, Arjun makes a bold move by releasing the arrested drug dealers, a decision that puts him at odds with the station’s leadership. The city’s senior authority, Commissioner Krishna Murari, initially contemplates dismissing him. However, the turn of events—these very dealers ultimately exposing the gang behind them—proves Arjun’s instincts right and marks him as a officer who acts on principle rather than protocol alone. The case becomes personal when he encounters the family of the woman he saved; her father reveals that she has long avoided men and desires a life as a nun, adding a delicate layer of humanity to the crackdown.

As the investigation deepens, the commissioner informs Arjun that the city has been spared a potential bomb disaster thanks to his undercover work. Unbeknownst to the public, Arjun had been tracking sleeper cells while following the girl in a song sequence, prompting the bombers to abandon their plan. This revelation cements his reputation and makes him a figure difficult to remove from the force, even as political currents swirl around him. Home Minister Kantham Byreddy reaches out to engage him, offering a chance to participate in an IT raid that would help Byreddy carve out a path to political influence.

The plot thickens when Byreddy assigns Arjun a brutal test: kill a man who had escaped custody, under the pretext of ridding society of crime. Arjun agrees, but the act erupts into tragedy when his father hurries to shield the intended victim, and the man dies at the hands of a truck. The emotional toll drives Arjun’s father into a coma, adding a personal cost to the political war unfolding around them. In a brutal turn, Byreddy reveals that Arjun was never officially appointed—clerical error misfiled the paperwork, and another man was granted the seat that should have been his.

Driven by a hunger for real justice, Arjun Kalyan confronts the truth and vows revenge against Byreddy, insisting on a legitimate police career. He warns the DGP—who works in service of the Home Minister—that any leak about the fake appointment letter could tarnish the police department’s integrity. He learns that one of the three thousand candidates who were initially selected was not included in the final list, a detail that confirms a broader scheme of manipulation. With this knowledge, Arjun kidnaps the DGP to pressure action, only to see the DGP killed by Byreddy in a cruel display of power.

Armed with new evidence, Arjun compiles the lists of fake officers who were inserted into the system using RTI, cross-referencing them with the final selection list to identify the impostors. He makes a bold move toward accountability by heading to the governor’s office with the truth, but his father is abducted by Byreddy in a chilling escalation. In a shrewd bid for justice, Arjun agrees to show Byreddy a dummy app designed to divert votes, a ploy to force the issuance of appointment letters to the legitimate 3000 candidates. The plan works superficially, and the elder Kalyan is honored in retirement as a symbol of clean recognition for his years of service. In a final reversal of fortune, Byreddy is exposed and ultimately arrested by the police for his fraudulent activities, closing one chapter of a larger saga about power, loyalty, and the fight for true accountability.

Throughout, the film juxtaposes personal sacrifice with public duty, portraying a man who must navigate the murky waters of politics and crime to become an authentic police officer. It is a story of a family’s legacy, the cost of corruption, and the price paid when a city places its faith in the hands of those who choose to stand up for what is right, even when the path is dangerous, uncertain, and deeply personal.
