In Cincinnati, a crew of four thieves executes an armed robbery at Hubert National Bank, successfully stealing $3 million in cash. The leader of the crew brutally shoots bank manager Roy Hutchinson at point-blank range during the heist, marking a violent beginning to the story.

Following the robbery and murder, FBI Special Agent Jonathon Montgomery teams up with local police to investigate the incident. Forensic analysis reveals a fingerprint matched to TJ Jackson, a deceased Army Ranger, which sets the stage for unraveling a larger conspiracy.

The investigation uncovers a past where TJ's unit captured Alexander Hubert for ransom in 2011. This exchange went horribly wrong, leading to the deaths of Alexander and the Rangers at the hands of a Special Forces team, and leaving TJ's body unaccounted for.

Local police detain James Jackson, TJ's brother, who is running a drug business. However, it is revealed that corrupt officers pocket the recovered cash from his bust instead of following the robbery leads.

The FBI discovers that the stolen $3 million was anonymously donated to a City Mission charity fund, indicating the thieves are attempting to cover their tracks. This leads Special Agent Wells to join Montgomery's team to investigate further.

The thieves carry out a second heist at another Hubert bank location, managing to steal cash and items from personal safety deposit boxes. During this operation, security detail member David Dagley is ambushed and killed, with evidence linking the crime back to TJ.

While investigating the second heist, Montgomery uncovers evidence of a possible affair between Jeffrey Hubert and Ohio Senator Cook. Additionally, the thieves hack into Montgomery's technology, causing tension and raising questions about corruption.

During the third robbery at the Main Branch, the thieves engage in a violent shootout with the FBI as they interrupt an interview with Hubert. In this chaos, one thief is killed while the others make their escape amidst downtown traffic.

A file stolen from Hubert leaks to the media, revealing a conspiracy involving Hubert and Cook to eliminate Alexander from company control. This revelation leads to a broader investigation into military misconduct related to the Ranger unit's past.

Detective Mems, desperate for money for his sick wife, initially participates in theft plans alongside corrupt officers. However, he has a change of heart just before the bust, ultimately leading to a violent outcome when his colleagues continue the operation alone.
