The narrative begins with closed-circuit television footage capturing a critical exchange between two men in a parking garage, a meeting that gets interrupted by agents from the U.S. State Department’s Diplomatic Security Service (DSS). Tragically, it seems two agents lose their lives during this confrontation with one of the men involved.
In a bustling Chicago, we meet Mark Warren, a tow truck driver navigating the highway on his way back to the impound lot. A sudden distraction forces him to swerve, and he loses control, colliding with construction barriers and rolling his truck at an intersection. Meanwhile, Deputy U.S. Marshal Samuel Gerard, alongside his crew including Cosmo Renfro, Bobby Biggs, Noah Newman, and Savannah Cooper, is staking out an apartment complex to catch two fugitive brothers, Michael and Greg Conroy.
